GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 1017 ANSWERED ON 09/02/2026 COMPREHENSIVE MOBILITY PLANNING IN JAMMU 1017. SHRI SAT PAUL SHARMA: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the current status of implementation of the Comprehensive Mobility Plan (CMP) for Jammu city, including key objectives and phases approved under the Plan; (b) the details of timelines prescribed for completion of these components, along with the total financial outlay approved and expenditure incurred so far under the CMP; (c) whether Government has identified any bottlenecks relating to last-mile connectivity and integration of road-widening projects with public transport planning; and (d) if so, the details thereof and the proposed roadmap for mitigating the same? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to d): Urban Transport, which is an integral part of urban development, is a State subject. Hence respective State /Union Territory Government is responsible for planning initiation of development of urban transport infrastructure projects including planning of last mile connectivity etc. and their integration & completion. Comprehensive Mobility Plan (CMP) is a planning framework based on which projects are conceptualised by concerned State /Union Territory Government and timelines and financial outlay is specific to individual projects, which are subject to feasibility of proposals and availability of resources. Government of Jammu & Kashmir has informed that CMP for Jammu City has been prepared as a long term integrated urban transport framework with the objectives of promoting sustainable public transport, reducing congestion and emissions, improving road safety, ensuring multimodal integration and Transit-Oriented Development. The CMP envisages implementation in different phases. Details are attached in Annexure. Central Government has sanctioned 100 buses under PM eBus Sewa Scheme to strengthen urban mobility for the city of Jammu. *****Annexure Phases Components Phase-I (Short term) Traffic management, bus system strengthening, junction improvements and Non-motorised transport facilities. Phase-II (Medium Development of high-capacity public transport corridors, feeder term) services and Intelligent Transport Systems (ITS). Phase-III (Long term) Implementation of Mass Rapid Transit system and multimodal integration.
