CONSTRUCTION OF FLYOVER IN DABOLIM

be pleased to state:
(a) the reasons for commencing the construction of the flyover
between Dabolim–MES College Junction in Sancoale without
obtaining No Objection Certificate (NOC) from the Indian Navy
despite repeated requests from the Navy and directions of the South
Goa District Road Safety Committee in its meeting held on 13
November, 2024;
(b) whether, pursuant to the directions of the High Court, the
Ministry has revised the design and drawings of the said flyover to
comply with Obstacle Limitation Surface (OLS) height restrictions
including any structural modifications to pillars and if so, the details
thereof along with the revised drawings/plans in this regard;
(c) the original sanctioned cost of the project and the revised cost
after incorporating changes to conform with OLS norms along with
the expenditure incurred on consultants and technical advisors
engaged for the project;
(d) the estimated financial loss to the exchequer arising out of
corrective actions such as redesign, slicing of pillars, etc.; and
(e) whether responsibility has been fixed and action initiated
against the officials or agencies responsible for the lapse leading to
financial loss, cost escalation and project delays and if so, the
details thereof?

2026 ASKED BY SHRI CAPTAIN VIRIATO FERNANDES HON’BLE
MP(LS) REGARDING ‘CONSTRUCTION OF FLYOVER IN DABOLIM ’.
(a) & (b) The construction of elevated corridor between Dabolim
and MES College, Sancoale on NH-566 (Old NH-17B) in Goa was
undertaken for addressing safety issues in the project stretch. The
State Government had reported several accidents including loss of
life in the project stretch. In order to take up the work on urgency,
DPR for construction of elevated corridor was taken up based on
ground conditions and the work was awarded on 07.03.2024.
However, after the award of project & commencement work
on the site, the clearance requirements were communicated by the
Indian Navy, which were incorporated by making suitable changes
in the project to ensure compliance of Indian Navy's guidelines. The
project is an important safety requirement for local and tourist
traffic in the State of Goa and is now under progress after
compliance with applicable norms.
No direction has been issued by Hon’ble High Court of Bombay
with regard to modification in the design and drawing of the project.
(c) The earlier original sanctioned cost was Rs.455.50 crore. The
sanctioned cost of the project along with proposed changes in the
project has not exceeded the original approved cost. No external
consultant or technical advisors were engaged for changes in the
project. The changes in the design and drawings were made by the
Authority’s Engineer already engaged for the project at no additional
cost.
(d) to (e) The estimated cost of work to be dismantled/ discarded
is about Rs 3.10 crore. As height of proposed structure was less
than existing buildings in the vicinity, DPR consultant could not
anticipate requirement of Naval clearance. However, Show Cause
Notice has been issued to DPR Consultant for not obtaining Naval
clearance prior to approval of the project.
