(a) the details and number of major projects regarding construction of
flyovers and widening of roads sanctioned in the country, particularly in
Maharashtra, Dadra and Nagar Haveli and Madhya Pradesh, project-wise;
(b) the likely date of completion of the said roads along with the details
of other major obstacles involved therein;
(c) the details of the measures being taken by the Government to
address delays in the completion of the said projects; and
(d) the details of the work undertaken by the Government in this regard
so far?

(a) to (b) The development and maintenance of National Highways (NHs)
is a continuous process and the requirement of construction of flyovers and
widening of roads is assessed on case to case basis as per traffic
requirements, available Right of Way (RoW), congestion in urban/built-up
sections, road safety considerations, etc. at the time preparation ofDetailed Project Reports (DPRs) and provisioned in the approved DPRs of
NH works either as part of the NH Corridor or on standalone basis.
As on date, 1691 National Highway (NH) development projects
costing Rs.5,01,684 Crore have been sanctioned/awarded during the last
three years which interalia includes 201 NH projects costing Rs. 36,172
Crore in Maharashtra, 2 NH projects costing Rs. 319 Crore in Dadra and
Nagar Haveli and 90 NH projects costing Rs. 37,798 Crore in Madhya
Pradesh. These projects are sanctioned with timelines for completion
within three – four years from the date of award of works.
(c) to (d) In order to ensure timely completion of NH projects, the
Government has undertaken various initiatives. These include streamlining
and expediting land acquisition using “Bhoomirashi” portal and GIS-based
Land Acquisition Plan, revamping “Parivesh” Portal to facilitate faster
forest and environmental clearances, enabling online approval of General
Arrangement Drawings (GAD) of Road Over Bridge/Road Under Bridge
(ROB/RUB) from the Railways, and leveraging the mechanism of review and
resolution of bottlenecks / hindrances in ongoing projects, in active
collaboration with the State Governments and other stakeholders.
Railways has also launched a web portal for Railway related clearances
with defined timelines for various approvals.
The Government has put in place a strong framework using multiple
mechanisms for monitoring project progress and contractor inefficiencies.
Regular review meetings are conducted at various levels with stakeholders
to assess project progress, and critical projects, such as those delayed by
more than three years or pending for award / appointment.
Further, many State Governments conduct coordination meetings led
by the Chief Secretary to resolve issues affecting project execution.
Projects where issues remain unresolved are escalated for further review
through the Project Monitoring Group and “PRAGATI”.
