(a) whether there is an inordinate delay in completion of Phase-2 and
Phase-3 (106 km stretch in Tamil Nadu and 85 km stretch in Andhra Pradesh)
in the construction of NE-7 Chennai–Bengaluru Express Highway and if so,
the details thereof and the reasons therefor;
(b) whether the Government has disbursed compensation amount for
acquisition of land from private land owners for the construction of National
Expressway-7 between the stretches, Gudipala–Walajapet, Walajapet–
Arakkonam, Arakkonam–Kancheepuram and Kancheepuram–Sriperumbudur
as per the Right to Fair Compensation and Transparency in Land
Acquisition, Rehabilitation and Resettlement Act, 2013 and if so, the details
thereof; and
(c) whether the Government is aware that some land owners are
demanding their due compensation under the Right to Fair Compensation
and Transparency in Land Acquisition, Rehabilitation and Resettlement Act,
2013 in Govindavadi near Kancheepuram, Tamil Nadu and if so, the details
thereof?
ANSWER
THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS
(SHRI NITIN JAIRAM GADKARI)(a) There has been delay of about 2 years in completion of Chennai–
Bengaluru Expressway due to various reasons such as delay in statutory
clearance, shifting of utility, shifting of building, financial constraint of the
Concessionaire etc. The details are annexed at Annexure-A.
(b) The compensation of land acquired has been determined by the
Competent Authority for land acquisition (CALA) under National Highway
Act, 1956 using principles provided in the first schedule of the Right to Fair
Compensation and Transparency in Land Acquisition, Rehabilitation and
Resettlement Act, 2013. The details of compensation disbursed are annexed
at Annexure-B.
(c) About 40 hectare land in Govindavadi village near Kancheepuram has
been acquired and compensation has been determined as per appropriate
law. As of now, compensation of Rs 83.62 Crore out of Rs 84.64 Crore of total
