SHIVAJI BANDAPPA KALGE: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) the number of roads, bridges and tunnels collapsed fully or got damaged partially after construction or while under construction by the National Highways Authority of India (NHAI) in various States across the country including Maharashtra, Madhya Pradesh and UT of Dadra and Nagar Haveli and Daman and Diu during the last five years, year-wise; (b) the estimated cost of repair of these damages, State-wise; (c) the names of the agencies/contractors entrusted with the construction of the said roads, bridges and tunnels, State/UT-wise; (d) the details of the penalties imposed and other action taken against the said agencies/contractors including blacklisting them; (e) the details of the Government agencies that were responsible for the quality control of the said projects, State/UT-wise; (f) the details of the action taken against the officers of the said agencies responsible for the said lapses; and(g) whether Government can ensure to give proper directions to contractors/engineers to use high quality materials to avoid damages of NH Road, if so, the details thereof? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) to (g) The work on National Highway stretch is executed through the contract agreement signed between the National Highway Authority of India and the agency. The contract/concession agreement specify the scope of work including the standards and specification to be followed for execution of work. As per information provided by the executing agencies of National Highways (NHs) including National Highways Authority of India (NHAI), collapses/ major deficiencies in National Highway stretches (including in structures like Bridges, culverts etc.) during the last five years and current Financial Year have been reported for 72 projects / stretches. State / Union Territory (UT) – wise details of collapses / major deficiencies of NH stretches along with status of its rectification works and action taken against contractors, concessionaires, consultants, government officials etc. during the last five years and current Financial Year are annexed. Actions against defaulting agencies have been taken up as per the provisions of the Contract/ Concession agreement in cases of deficiencies/ damages, such as termination of contract agreement, levying of penalties/ liquidated damages, debarment/blacklisting, declaring as non-performers etc. 11 officers were removed from service on account of performance assessment and other disciplinary actions taken on 11 officers for various reasons including negligence and dereliction of duties.
