(a) the details of budgetary allocations and expenditure incurred on
National Highway development and maintenance during the last five
years, year-wise and State-wise;
(b) whether the Government has launched any special projects for
highway expansion, upgradation and road safety during this period
and if so, the details thereof;
(c) the number of accidents and fatalities reported on National
Highways in each of the last five years, State-wise and the main
causes identified; and
(d) the number and location of National Highway stretches where
Advanced Traffic Management Systems (ATMS) have been installed,
the total cost incurred and whether there is a proposal to extend
ATMS coverage to all National Highway stretches and if not, the
reasons therefor?

(a) State / Union Territory (UT) - wise and year - wise details of
funds allocated and expenditure incurred towards development andmaintenance of National Highways (NHs) during the last five years
are at Annexure-I.
(b) Development and maintenance of NHs is a continuous
process. Works on NHs, including capacity augmentation to four /
six / eight lane standards, rectification of black spots and other road
safety related engineering improvement works, are accordingly
taken up based on the traffic density, connectivity requirement,
condition of the road and synergy with PM GatiShakti National
Master Plan (NMP).
State / UT – wise and year - wise details of NHs projects
awarded during the last five years are at Annexure-II.
(c) The analysis of road accident data from the States / UTs
reveals that road accidents are multi-causal and are the result of
interplay of various factors which can broadly be categorized into
human error, road condition / environment and vehicular condition.
State / UT – wise details of the number of accidents and
fatalities reported on NHs during each of the last five years are at
Annexure-III.
(d) Earlier, the Advanced Traffic Management System (ATMS)
facilities have been implemented as part of individual Highway
Projects as the cost towards ATMS was inbuilt in the civil works of
highways construction. ATMS in about 19,000 km of NHs length
were installed as part of this.
However, the Government has taken up Region-wise
implementation of Advanced Traffic Management System (ATMS) for
National roll out in all Four lane and above NHs in phased manner to
have an all-integrated development of traffic management rather
than project level implementation.
ATMS has provisions for various electronic enforcement
devices, including AI based Video Incident Detection, for
surveillance of the highway stretches, which help in speedy
identification of incidents (including traffic violations) on thehighway stretches and effectively monitor the highways, thereby
improving incident response time and road safety.
Details of the five ATMS projects taken up by the Government
on key high density highway corridors are as under:-
