Development of Football Grounds
4913. SHRI PRADYUT BORDOLOI:
Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:
(a) the details of number of proposals received by the Government for
the development of football grounds in the North-Eastern region of the
country during the last ten years and the current year, including the
dates on which such proposals received;
(b) the details of current status of such proposals including the number
of proposals accepted, rejected and not responded to, during the said
period;
(c) the details of funds allocated, released and utilised for the
development of the said grounds in the said region during the said period;
(d) the details of number of projects undertaken by the Government to
develop said grounds in the region along with the current status of such
projects including the number of said grounds operationalised,
constructed, delayed and incomplete; and
(e) the details of other measures taken by the Government to promote
football in the said region?
ANSWER

(a) to (d) ‘Sports’ being a State subject, the responsibility of development
of sports, including development of football grounds, and
operationalisation of sports infrastructure projects, and promotion of
football, rests primarily with the State/Union Territory Governments. The
Page 1 of 2Union Government supplements their efforts by bridging critical gaps.
The Khelo India Scheme and National Sports Development Fund (NSDF),
implemented by this Ministry, under which financial assistance for
development of sports infrastructure is provided are demand-driven
schemes. Receipt of proposals under these schemes is a continual
process. The proposals received from the State/UT Governments and
other eligible entities are considered for financial support, subject to
their completeness, technical feasibility, and availability of funds under
the Scheme.
The details of the sports infrastructure projects approved and their
sanctioned cost and funds released under the Khelo India Scheme and
NSDF, across the country, including in the North-Eastern Region, are
available in the public domain on the dashboard of the Ministry at
https://mdsd.kheloindia.gov.in. and http://www.nsdf.yas.gov.in/nsdf-
glance.html.
(e) The Ministry of Youth Affairs and Sports implements the following
schemes for the promotion of sports in the country, including for
promotion of football across the country, including in the North-Eastern
Region:
i. Khelo India – National Programme for Development of Sports;
ii. Assistance to National Sports Federations (NSFs);
iii. Cash Incentives to Medal Winners in International Sports
Events and their coaches;
iv. National Sports Awards;
v. Pension to Meritorious Sportspersons;
vi. Pandit Deendayal Upadhyay National Welfare Program for
Sportspersons;
vii. National Sports Development Fund;
viii. Running Sports Training centres through Sports Authority of
India (SAI); and
ix. National Centre for Sports Science and Research (NCSSR).
