Shri Alok Sharma: Shri Krishna Prasad Tenneti: Shri Lavu Sri Krishna Devarayalu: Shri Captain Brijesh Chowta: Shri Damodar Agrawal: Shri Tejasvi Surya: Shri Manoj Tiwari: Shri Gopal Jee Thakur: Shri Shankar Lalwani: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state : (a) the number of Multi-Modal Logistics Parks planned under the Bharatmala pariyojana and the number of projects currently under development or operational, State/UT-wise including project-wise for Karnataka; (b) the locations identified for development of prioritised Multi- Modal Logistics parks and the status of project implementation at these sites including at Bengaluru; (c) the framework adopted for selection of concessionaires and execution of Multi-Modal Logistics Parks projects including the roleof model concessionaire agreements and standard bidding documents; (d) the extent of multimodal connectivity being integrated with the logistics parks including linkages with rail, highways, ports and inland waterways; (e) the details of expected capacity of these parks in terms of cargo handling and their role in improving logistics efficiency and reducing transportation costs; and (f) the investment and the expected outcomes of the multi-modal logistics parks in Bengaluru? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) 4 nos. of Multi Modal Logistic Park (MMLP) Projects have been taken up for development on Public Private Partnership (PPP) mode at Chennai, Indore, Bengaluru and Nagpur under Bharatmala Pariyojana. The Bharatmala Pariyojana has been discontinued since November, 2023. The work of MMLP at Bengaluru, Chennai and Indore are under implementation. The MMLP at Nagpur work was terminated on account of concessionaire's default and the same has been re-awarded on 18.03.2026. (b) Government has so far prioritized 15 No. of locations (including Bengaluru) for development of MMLPs, of which 6 Projects are under implementation, Detailed Project Report (DPR) is in progress for 8 projects while DPR preparation is to be taken up for one project. The location-wise details are annexed. (c) MMLPs are being developed on Public Private Partnership (PPP) mode following Design, Build Finance, Operate and Transfer (DBFOT) model. The bidding is carried out through e-tendering using the approved Request for Proposal (RFP) and approved Model Concession Agreement (MCA).(d) Every Multi-Modal Logistics Parks (MMLPs) is being planned to be developed as integrated logistics hubs with connectivity through road and rail primarily but may also include waterways, wherever feasible, to ensure seamless and efficient freight movement through appropriate mode to other parts of the country. (e) The capacity of a Multi Modal Logistics Park (MMLP) is determined during the Detailed Project Report (DPR)/ project implementation stage through market studies. MMLP Development is planned to be developed in phases based on land availability, ensuring scalability while balancing throughput and storage requirements. The capacity expressed in Million Metric Tons per Annum (MMTPA), is optimized with due consideration to connectivity with key corridors such as access-controlled highways/expressways and the Dedicated Freight Corridor, as well as overall financial viability. The capacity of awarded MMLP projects, in terms of total cargo volumes to be handled across all modes in the horizon year, is annexed. (f) The total investment for MMLP Bengaluru is Rs.1769.70 Crore including Concessionaire cost of Rs.935.90 Crore and Authority share of Rs. 833.80 Cr.
