Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:
(a) the details of programmes/schemes which are currently being
implemented by the Government for the development of sports
facilities in Hisar, Sonipat and Dumka Lok Sabha Constituencies
along with the details of the funds sanctioned and utilised
thereunder;
(b) whether the Government has proposed to launch any new
programme/scheme for the development of sports facilities in Hisar,
Sonipat and Dumka Lok Sabha constituencies, if so, the details
thereof;
(c) whether there is any proposal to develop a modern sports
stadium, multi-purpose indoor hall, training centre, coaching
facilities, sports hostel, a synthetic track, a rural playground and
sports/science/physio facilities in the said Constituencies, if so, the
details thereof and the timeframe in this regard along with the
number of youth/athletes to be benefited thereunder;
(d) whether there is any proposal for the allocation of special
budget, appoint coaches and provide sports equipment to nurture the

not, the reasons therefor along with the time by which such Schemes
are likely to be implemented for the said constituencies; and
(e) the action plan of the Government to strengthen sports
infrastructure through the State Government, local bodies and

ASKED BY SHRI JAI PARKASH AND SHRI SATPAL BRAHAMCHARI,
HON’BLE MEMBERS OF LOK SABHA.
(a): The Government runs various schemes for the promotion of
sports across the country, including Hisar, Sonipat and Dumka Lok
Sabha Constituencies. These schemes include:
(i) Khelo India – National Programme for Development of Sports;
(ii) Assistance to National Sports Federations (NSFs);
(iii) Cash Incentives to Medal Winners in International Sports Events
and their coaches;
(iv) National Sports Awards;
(v) Pension to Meritorious Sportspersons;
(vi) Pandit Deendayal Upadhyay National Welfare Program for
Sportspersons;
(vii) National Sports Development Fund;
(viii) Running Sports Training centres through Sports Authority of
India (SAI); and
(ix) National Centre for Sports Science and Research (NCSSR).

the website of the Ministry (https://yas.nic.in ). Further, in FY 2024-25,
Department of Sports was allocated Rs. 2332.50 crore, out of which
Rs. 2136.97 crore have been utilised. The detail of scheme wise

(b) to (d): ‘Sports’ being a State subject, the responsibility of
development and encouragement of sports rests primarily with the
State/Union Territory Governments. The Central Government only
supplements their efforts. Under the component “Creation and Up-
gradation of Sports Infrastructure” of the Khelo India Scheme,
financial assistance has been provided for development of sports
infrastructure across the country.
Page 3 of 4The Khelo India Scheme caters to the needs of the entire country
within its allocated budget for activities/ programmes. The proposals
received from the State/UT Governments and other eligible entities
are considered for financial support, subject to their completeness,
technical feasibility, and availability of funds under the Scheme.
There is one (01) National Centre of Excellence (NCoEs) in
Sonipat Lok Sabha Constituency and one (01) SAI Training Centre
(STC) in Hisar Lok Sbaha Constituency. Further, there are three (03)
Khelo India Centres in Hisar Lok Sabha Constituency, three (03)
Khelo India Centres in Dumka Lok Sabha Constituency and one (01)
Khelo India Centre in Sonipat Lok Sabha Constituency, the details of
which are available at https://dashboard.kheloindia.gov.in.
(e): Under the component “creation and upgradation of sports
infrastructure” of Khelo India Scheme, sports infrastructure such as
stadiums, sports complexes and training centres across the country
are developed/ created in coordination with State Governments.
Further, the Khelo Bharat Niti 2025 provides a comprehensive policy
framework to strengthen sports infrastructure through convergence
with education, promotion of public-private partnerships, CSR
support and community participation, with the objective of expanding
access to quality sports facilities and enhancing sporting excellence
nationwide.
