Executive Summary & Key Takeaways

On December 3, 2025, Shri S. Venkatesan posed an unstarred question (no. 617) to the Minister of Planning regarding NITI Aayog's studies, guidelines, and ambit related to the implementation of schemes for the development of Scheduled Castes (SCs) and Scheduled Tribes (STs). In response, the Minister of State (Independent Charge) of the Ministry of Statistics and Programme Implementation; Minister of State (Independent Charge) of the Ministry of Planning and Minister of State in the Ministry of Culture, Rao Inderjit Singh, stated that NITI Aayog has not conducted any such study. However, NITI Aayog issued guidelines in 2017 titled 'Guidelines for earmarking of funds for Development Action Plan for SCs and STs (DAPSC & DAPST)'. These guidelines obligate 41 Central Government Ministries/Departments to earmark funds based on the scheme-specific budget. The Ministry of Social Justice and Empowerment and the Ministry of Tribal Affairs are responsible for monitoring the DAPSC & DAPST. NITI Aayog is a member of various committees constituted for these purposes. A copy of the guidelines is available at https://www.niti.gov.in/sites/default/files/2019-12/NITI_Aayog_Guideliens_for_SCSP_TSP_2017.pdf.
