SHRI DHARAMBIR SINGH: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) whether the Government has identified districts with a high concentration of national and international sportspersons for development of international-level sports infrastructure; (b) whether the absence of an international-standard stadium in such districts is affecting advanced training, hosting of tournaments and athlete performance; (c) whether the Government maintains data on sportspersons representing country at national and international levels from the Bhiwani–Mahendergarh Lok Sabha Constituency; (d) whether proposals for establishment of international-level multi- sports stadiums are considered under existing Central Schemes; (e) whether land availability and support from the State Government are essential criteria for sanctioning such facilities, if so, the details thereof; and (f) whether the Government has a plan to consider establishing an international-level sports stadium in Mahendergarh district in view of its significant contribution to national and international sporting achievements? MANSUKH MANDAVIYA ] Page 1 of 3(a) to (c) ‘Sports’ being a State subject, the responsibility of development of sports, including identifying districts with high concentration of national and international sportspersons for development of international-level sports infrastructure, developing international- standard stadium for advance training, hosting of tournaments and athlete performance, maintaining data on sportspersons representing country at national and international levels, rests primarily with the respective State/Union Territory Governments. The Union Government only supplements their efforts by bridging critical gaps. However, the Ministry of Youth Affairs and Sports implements the following schemes for development of sports in the country, including in the Bhiwani– Mahendergarh Lok Sabha Constituency of Haryana: (i) Khelo India - National Programme for Development of Sports; (ii) Assistance to National Sports Federations; (iii) Cash Incentive to Medal Winners in International Sports Events and their Coaches; (iv) National Sports Awards; (v) Pension to Meritorious Sportspersons; (vi) Pandit Deendayal Upadhyay National Welfare Program for Sportspersons; (vii) National Sports Development Fund; and (viii) Running Sports Training Centres through Sports Authority of India (SAI).
