SHRI BRIJMOHAN AGRAWAL: Will the Minister of PLANNING be pleased to state: (a) the details of States that have successfully established State Institutes for Transformation (SITs) under the State Support Mission as of March 2026 including the fund utilisation for these units, State and year-wise; (b) the specific steps taken to address the stagnation in SDG 10 (Reduced Inequalities) scores in tribal-dominated States like Chhattisgarh compared to rapid gains in poverty and energy indicators; (c) whether the Government is assisting State Governments in implementing SDG-linked Outcome Budgeting to ensure that annual allocations are directly proportional to the gaps identified in the SDG India Index; (d) the details mechanisms put in place to provide real-time, localised data to Aspirational Blocks to prevent the "data-action lag" in social indicators; and (e) the timelines for launching a "Citizen-Feedback Loop" on the national SDG dashboard to validate official performance data with ground-level beneficiary experiences? Page 1 of 7ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS & PROGRAMME IMPLEMENTATION; MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE (RAO INDERJIT SINGH) (a) As of now, a total of 32 States/UTs have been onboarded under State Support Mission for establishing State Institutions for Transformation (SITs) or strengthening existing State Planning Departments/Boards. The fund utilisation details are appended at Annexure. (b) To address inequalities in tribal-dominated States, Government has taken various initiatives. Launched in 2023, the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PMJANMAN) focuses on uplifting Particularly Vulnerable Tribal Groups (PVTGs). It aims to improve the quality of life for PVTG communities through targeted support in areas such as safe housing, clean drinking water, education, health, road and telecom connectivity, electrification and sustainable livelihoods. The Mission is aimed at targeted development of 75 Particularly Vulnerable Tribal Groups (PVTGs) residing in 18 States and 1 UT, who were unreached by earlier schemes. Pradhan Mantri Janjatiya Vikas Mission aims to foster tribal entrepreneurship and advance the "Vocal for Local by Tribal" initiative. It emphasises empowering tribal communities to harness natural resources effectively, including Minor Forest Products (MFPs) and non-MFPs, by supporting businesses centred around locally produced goods. (c) The Government of India provides technical support to States and Union Territories for SDG-linked Outcome Budgeting. (d) The Aspirational Blocks Programme monitors all Aspirational Blocks on a quarterly basis across 40 key performance indicators. These Page 2 of 7indicators fall under crucial sectors of Health & Nutrition, Education, Agriculture & Allied Sectors, Social Development, and Basic Infrastructure. The progress of all 500 Aspirational Blocks on all indicators is monitored and the performance data is publicly accessible via the Champions of Change Dashboard (https://abp.championsofchange.gov.in/). (e) The Government undertakes exercise of Voluntary National Review on progress of SDGs through a structured and consultative process which includes consultation with civil society organisations representing diverse population groups.
