SHRI APPALANAIDU KALISETTI: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) the total number of Youth Hostels established and functioning in the country at present, State/UT and district-wise, along with their year of establishment and current operational status; (b) the number of Youth Hostels constructed, renovated or upgraded during the last five years and the current year including the details of the funds sanctioned, released and utilised, State/UT-wise; (c) whether any said hostels are currently non-functional, partially functional, or awaiting repair/renovation and if so, the reasons therefor; (d) the details of occupancy levels, youth programmes conducted and the number of beneficiaries using such hostel facilities during the last three years and the current year; (e) whether any shortage of staff in such hostels and the details of sanctioned posts, in-position staff and vacancies; and (f) if so, whether any proposals from the State Governments including Andhra Pradesh for establishment of new Youth Hostels or modernisation of existing ones are under consideration and if so, the details thereof? MANSUKH MANDAVIYA] Page 1 of 10(a) The number of Youth Hostels in the country, state/district wise along with year of establishment and status, is at Annexure A. (b) No new Youth Hostels have been constructed during the last five years and the current year under the Youth Hostel Scheme. A total of 18 Youth Hostels have been provided financial assistance for repair, renovation and upgradation since 2020-21. The State/UT-wise details of funds sanctioned, released and utilised for these 18 hostels are enclosed at Annexure B. (c) Yes, 35 Youth Hostels under the Youth Hostel Scheme are presently non-functional. The details of the same are enclosed at Annexure C. This is primarily due to their buildings have become dilapidated and unsuitable for accommodation or being used for some other purpose. (d) According to a recent survey, the functional Youth Hostels recorded an average occupancy of over 53% during the last three years and the current year. In the same period, more than 3,500 youth programmes were organised, benefiting around 3.5 lakh young people who availed hostel facilities. (e) As per the Youth Hostel Manual, each Youth Hostel is to be administered by a Manager appointed by the Ministry, assisted by a Warden and other support staff engaged by the respective Hostel Management Committee. In cases where a regular Manager is not posted, the hostel is overseen by the District Youth Officer (DYO), who functions as the Manager-in-charge. The list of hostels with designated Managers is enclosed at Annexure–D.
