(NHs), State-wise;
(b) the number out of these plazas continuing operations after expiry of
their concession/tenure, State-wise;
(c) whether the Government has noticed the recent violence at
Paliyekkara Toll Plaza on NH- 544 in Thrissur district, Kerala, regarding
collection of toll;
(d) if so, the details thereof and the reasons thereto;
(e) the number of toll plazas against which the Ministry has initiated
action for violation of rules or excess collection, State-wise; and
(f) the total number of complaints received regarding toll collection on
NHs during the last three years, year-wise and State-wise?

(a) The State-wise/UT-wise details of fee plazas operational on National
Highways as of December, 2025 are at Annexure A.
1(b) User fee at all fee plazas on National Highways are collected as per
the respective user fee notification published in the Gazette of India, in
accordance with the provisions of the National Highways (NHs) Fee
(Determination of Rates and Collection) Rules, 2008, and the Concession
Agreement. As per the provision of National Highways Fee Rules, 2008,
the fee notified as per concession agreement is collected by the
concessionaire till the end of the concession period, and after the
concession period is over, the fee is collected by the Central
Government or the executing authority as per the fee specified under the
provisions of NH Fee Rules, 2008 on the date of transfer of such section
of the National Highway, bridge, tunnel or bypass, as the case may be, to
be revised annually. The revenue collected by the Central Government
from user fee collection is deposited in Consolidated Fund of India (CFI)
and the fund provided through budgetary allocation are utilised for
further maintenance, development and augmentation of National
Highways.
(c) to (d) Five incidents were reported after re-commencement of
operation of the Paliyekkara Fee Plaza on NH-544 in Thrissur District,
Kerala, primarily arising out of a FASTag related issue, deliberate
damage of automatic boom barrier/cameras and forceful passage of
vehicle without fee payment. Consequently, complaints were lodged with
the Police in connection with the incidents.
(e) User fee at all fee plazas on National Highways are collected strictly
in accordance with the provisions of the National Highways Fee Rules,
2008, and the Concession Agreement. Further, the Government through
its executing agencies monitors all fee plazas to ensure compliance with
the National Highways Fee Rules, 2008. Further, the details of the fee-
collecting agencies against whom penalties have been imposed for
breach of rules or contractual obligations are at Annexure B.
(f) The year-wise and State-wise details of complaints received from
highway users regarding the collection of user fees on National
Highways during the last three years are at Annexure C.
