Will the Minister of Development of North Eastern Region be pleased to state:
(a) the Prime Minister's Development Initiative for North East Region (PM-DevINE) projects that were sanctioned and grounded during the last year, State-wise including Tripura;
(b) the physical and financial progress achieved against approved timelines;
(c) whether delays have occurred due to finalisation of Detailed Project Reports (DPRs), land acquisition or State capacity constraints;
(d) if so, the details thereof;
(e) how third-party monitoring and outcome verification are being conducted; and
(f) the corrective actions taken in under-performing projects? ANSWER The Minister of State of the Ministry of Development of North Eastern Region [Dr. Sukanta Majumdar]
(a) & (b) Since its inception in October 2022, and till 31.01.2026, a total of 48 projects worth Rs. 6044.36 crore, including 4 projects worth Rs. 561.00 crore for Tripura, have been sanctioned under the PM-DevINE Scheme for the North Eastern Region. During the financial year 2024-25, a total of 12 projects worth Rs. 948.26 crore were sanctioned under thescheme, state-wise details of which along with their physical and financial progress are given at Annexure.
(c) to (f) Projects under the PM-DevINE Scheme are sanctioned through a structured appraisal and approval process as laid down in the scheme guidelines. To facilitate timely sanction and implementation of the projects, the Ministry has streamlined appraisal, approval, and fund-release processes through web-based systems. The Poorvottar Vikas Setu
(PVS) Portal enables online submission and tracking of project proposals, as well as consultation with line Ministries. Further, the framework has been rationalised enabling single-stage appraisal and approval of the project proposals.
Under the PM-DevINE Scheme, projects are conceptualized and executed by the concerned State Governments/Implementing Agencies (IAs), and the primary responsibility for execution and monitoring rest with them. The Ministry of Development of North Eastern Region (MDoNER)/North Eastern Council (NEC) monitors the progress of projects through periodic progress reports, review meetings, and field inspections.
Project Quality Monitors (PQM) and Third-Party Technical Inspection Agencies (TPTIs) have been engaged for third-party monitoring of the projects. In addition, Field Technical Support Units (FTSUs) have been established in all eight North Eastern States to assist implementing agencies, resolve bottlenecks, and facilitate timely execution. Further, scheme evaluation by the Indian Institute of Management (IIM) Shillong also contributed to independent assessment of the scheme.
Through the structured monitoring and oversight mechanisms, the Ministry brings attention to the State Governments/Other Agencies and implementing agencies of the projects requiring additional attention to ensure timely and quality implementation of projects under the PM-DevINE Scheme.
