QUESTION
Projects in Bodoland
3986. Shri Joyanta Basumatary:
Will the Minister of DEVELOPMENT OF NORTH EASTERN REGION be pleased to
state:
(a) whether it is fact that the number of projects sanctioned for development in
Bodoland Territorial Region are still incomplete due to unknown reasons and if so, the
details thereof;
(b) the details of Central-sponsored development projects sanctioned and their present
status for the Bodoland Territorial Region during the last five years; and
(c) the details of projects which were sanctioned but funds have not yet been allocated
along with the reasons therefor?
ANSWER
The Minister of State of the Ministry of Development of North Eastern Region

(a) to (c) The Ministry of Development of North Eastern Region (MDoNER) is
implementing the Special Development Packages (SDPs) for the Bodoland Territorial
Council (BTC) in accordance with the Memoranda of Settlement (MoS) signed between
the Government of India, the Government of Assam and the concerned Bodo Groups.
A Special Development Package of Rs. 500 crore was approved by the Government for
a period of three years as per the terms of the Memorandum of Settlement signed by
the Government of India, the Government of Assam and Bodo Liberation Tigers (BLT)
on 10.02.2003. Thereafter, in August 2008, an additional package of Rs. 250 crore was
approved. Under these packages, a total of 65 projects costing Rs. 749.65 crore were
sanctioned, out of which 64 projects costing Rs. 741.65 crore have been completed.
Further, a Special Development Package of Rs. 750 crore was approved by the
Government for a period of three years as per the terms of the Memorandum of
Settlement signed by the Government of India, the Government of Assam and the Bodo
Groups (ABSU and NDFB factions) on 27.01.2020. Under this package, 13 projects
costing Rs. 512.46 crore have been sanctioned.
