Parliament Question: Feasibility of implementing congestion pricing to manage traffic

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 1817 ANSWERED ON 09/03/2026 FEASIBILITY OF IMPLEMENTING CONGESTION PRICING TO MANAGE TRAFFIC 1817. SHRI PARIMAL NATHWANI: Will the Minister of Housing and Urban Affairs be pleased to state: (a) whether Government has conducted any study on the feasibility of implementing congestion pricing as a tool to manage traffic in major metropolitan cities; (b) if so, the details thereof and the cities identified for the pilot implementation of this project; (c) whether any of the cities of Gujarat, Andhra Pradesh and/or Jharkhand is selected for the pilot project on this pricing model to reduce the number of private vehicles in city centers and promote public transport; and (d) if so, the estimated reduction in traffic volume and pollution levels projected by these studies? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (d): Urban Transport is an integral part of Urban Development, which is a state subject. Planning and initiation of traffic studies including congestion pricing addressing the issues of traffic congestion etc. is done by respective State Govt./UTs. Ministry of Housing and Urban Affairs (MoHUA) has notified its policy titled National Urban Transport Policy, 2006 to help cities/ULBs/States/UTs to identify principles and strategic for better planning, design & implementation of concepts in the area of Urban Transport and has issued directives from time to time for identifying the possibilities for implementing congestion charging system and getting a proper study done on various aspects of congestion charges as per city requirement. *****
