GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 1018 ANSWERED ON 09/02/2026 FEASIBILITY OF METRO OR ALTERNATIVE URBAN RAIL SYSTEMS IN GOA 1018. SHRI SADANAND MHALU SHET TANAVADE: Will the Minister of Housing and Urban Affairs be pleased to state: (a) the present status of Metro-Rail-network in the country, indicating the total operational length, number of cities and States covered and the budget spent during the last five years; (b) the details of metro-rail-expansion projects approved up to 2025, indicating the cities and States covered, estimated project cost, timelines for completion and the Central- financial- assistance provided; and (c) whether any feasibility-study, survey or proposal for mass or light urban rail systems has been conducted or is under consideration for smaller-States like Goa, considering limited urban spread, tourism-pressure and future mobility needs and if so, the details thereof or if any such proposal is pending? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) & (b): At present, about 1096 km of metro rail network including RRTS is operational in 26 cities of 13 States across the country. Further, the details regarding the funds released for implementation of metro rail projects during the last five years are at Annexure – I. The details of metro rail projects approved during the last 3 years are at Annexure – II. (c): ‘Urban planning’ is a State subject, therefore, the respective State Governments are responsible for planning, initiating and developing urban transport infrastructure including planning and implementation of Metro Projects. As per Metro Rail Policy, the Central Government considers financial assistance for Metro Rail proposals in cities or urban agglomerates based on the feasibility of the proposal and availability of resources, as and when posed by the concerned State. Moreover, Central Government provides 100 % Central Financial Assistance towards the total cost of all Comprehensive Mobility Plan/Detailed Project Report/ Feasibility Reports / Transportation Studies/ Research proposal/ projects etc. through its Scheme “Transport Planning and Capacity Building in Urban Transport for metro and non-metro projects.” No proposal for Metro Rail in Goa has been submitted by the concerned state government. *****ANNEXURE-I ANNEXURE REFERRED TO IN REPLY TO PART (a) OF THE RAJYA SABHA UNSTARRED QUESTION NO 1018 FOR ANSWER ON 09.02.2026 REGARDING FEASIBILITY OF METRO OR ALTERNATIVE URBAN RAIL SYSTEMS IN GOA.
