Fund allocated for BTR
464. Shri Joyanta Basumatary:
Will the Minister of DEVELOPMENT OF NORTH EASTERN REGION be
pleased to state:
(a) the details of the fund allocated for the Bodoland Territorial Region (BTR)
along with the details of funds released under different schemes during the last three
years;
(b) whether it is a fact that large portion of fund is still pending to be released from
the central Government; and
(c) if so, the details thereof?

(a) to (c) A Special Development Package (SDP) of Rs. 750 crore had been
approved by the Government for three years as per the terms of Memorandum of
Settlement (MoS), signed by the Government of India, Government of Assam and
Bodo Groups of Assam on 27.01.2020. The implementation of the said package
started in 2023-24.
A total of 08 projects costing Rs. 403.15 crore had been sanctioned under this
package and 06 concept notes costing Rs. 272.67 crore had been accorded in-
principle approval by the Ministry of Development of North Eastern Region
(MDoNER) till date.A total of Rs. 29.14 crore had been released to the Bodoland Territorial
Council (BTC) during the last three years under the aforesaid SDP as well as the
SDPs of BTC sanctioned earlier.
In addition to this, funds have also been released under other schemes of
MDoNER such as Schemes of North Eastern Council, North East Special
Infrastructure Development Scheme (Roads) and North East Special Infrastructure
Development Scheme (Other Than Roads Infrastructure) to North Eastern States
inter-alia, including BTR of Assam.
The proposals for release of funds are processed only after the submission of
a formal demand request by the State Government via Poorvottar Vikas Setu (PVS)
portal of MDoNER along with all necessary supporting documents viz. Work Order,
Utilization Certificate (UC), Quarterly Progress Report (QPR), Inspection Report,
