Shri Gaurav Gogoi: Will the Minister of DEVELOPMENT OF NORTH EASTERN REGION be pleased to state: (a) the details of fund utilisation rate under PM-DevINE as of 31 March, 2026 specifically the amount sanctioned, released and actually spent in each Northeastern State, State and scheme-wise; (b) whether thirty four percent utilisation rate reported in Meghalaya and Nagaland and if so, the reasons therefor along with the corrective steps taken by the Government to address this underperformance, if any; (c) the details of the current implementation status and revised completion timeline for the Rs. 5,450 crore Assam package; and (d) whether a region-wise PM-DevINE performance review has been conducted and if so, the details of its findings thereof? ANSWER The Minister of State of the Ministry of Development of North Eastern Region [Dr. Sukanta Majumdar] (a) Since inception of the Scheme in October 2022, a total of 51 projects amounting to Rs.6443.62 crore has been sanctioned up to 31.03.2026 under the Prime Minister’s Development Initiative for North East Region (PM-DevINE). Against these sanctioned projects, an amount of Rs.2534.29 crore has been released and utilized till 31.03.2026. TheState-wise details of funds sanctioned and expenditure incurred under the scheme as on 31.03.2026 are at Annexure-I. (b) The utilisation of funds varies across projects depending upon factors such as time required for tendering, award of works and mobilisation, site-specific and logistical challenges in hilly terrain, requisite clearances, etc. Responsibility for project execution lies with State Govts./agencies. Ministry undertakes various measures for effective implementation of the projects in Northeastern States including Meghalaya and Nagaland. These include regular review meetings with the State Governments and implementing agencies, monitoring through a dashboard and geo-tagged & time-stamped photographs, field inspections and site visits by officers of the Ministry/North Eastern Council/Field Technical Support Units (FTSU) /Project Quality Monitors (PQM)/ Third Party Technical Inspection (TPTI) agencies, etc. (c) The details of the current implementation status for Rs.5,450 crore Assam packages viz. Bodoland Territorial Council (BTC), Karbi Anglong Autonomous Territorial Council (KAATC), Dima Hasao Autonomous Territorial Council (DHATC), Adivasi Groups of Assam, Dimasa National Liberation Army (DNLA)/Dimasa People's Supreme Council (DPSC) Groups of Assam, United Liberation Front of Asom (ULFA) Groups of Assam are given in Annexure-II. (d) The Ministry conducts regular reviews of PM-DevINE projects through regular meetings with the State Governments and implementing agencies.
