QUESTION
Funds Allocated and Released to the North Eastern States
6062. Prof. Sougata Ray:
Will the Minister of DEVELOPMENT OF NORTH EASTERN REGION be pleased
to state:
(a) the details of total funds allocated and released to the North Eastern States under
schemes of the Ministry of Development of North Eastern Region (DONER) during the
last five years;
(b) whether the Government has conducted any assessment regarding the impact of
development programmes implemented in the North Eastern Region on employment
generation and economic growth and if so, the details thereof;
(c) the details of infrastructure projects sanctioned under the North East Special
Infrastructure Development Scheme (NESIDS), State-wise; and
(d) whether the Government has reviewed the progress and effectiveness of projects
implemented by the North Eastern Council and if so, the details thereof?

(a) The details of total funds allocated and released to the North Eastern States
under schemes of the Ministry of Development of North Eastern Region (DONER)
during the last five years are as under:

* Up to 26th March 2026(b) In 2025, Third Party Evaluation of all the Schemes implemented by Ministry of
Development of North Eastern Region (MDoNER) was carried out by IIM Shillong.
Further, periodic assessments and evaluation studies have confirmed that interventions
made under various schemes of MDoNER have contributed significantly to employment
generation and economic growth in the North Eastern Region. Infrastructure projects
like roads, bridges, and power supply have created direct and indirect jobs, while
livelihood and skill development initiatives have also contributed to enhanced
employability among youth and women, fostering entrepreneurship and self-
employment opportunities.
(c) The North East Special Infrastructure Development Scheme (NESIDS) was
approved as a new Central Sector Scheme in 2017-18 and restructured into two
components viz. NESIDS (Roads) and NESIDS (Other Than Roads Infrastructure) in
2022-23. The State-wise details of projects sanctioned under NESID Scheme are as

(d) The Government has regularly reviewed the progress and effectiveness of projects
implemented by the North Eastern Council. Starting from October 2025, inspections of
all the 271 projects have been conducted by NEC/ MDoNER officials and third-party
inspection teams i.e., Field Technical Support Units (FTSUs), Project quality
Management (PQM), Third Party Technical Inspection (TPTI). Physical inspections of
the projects coupled with weekly reviews at the highest level in the Ministry, have
resulted in a marked improvement in timely implementation/closure of the projects.
