SHRI SUKANTA KUMAR PANIGRAHI: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) whether the Government has sanctioned, established or proposed sports infrastructure under Khelo India (2021–26) in Kandhamal, Boudh, Nayagarh and Ganjam districts of Odisha and if so, the details thereof, block-wise; (b) whether the Government acknowledges that said tribal and geographically challenging districts are lack of adequate standard playgrounds, indoor stadiums, synthetic tracks, multipurpose sports complexes and trained coaching support and if so, the steps being taken by the Government to address the said gaps in a time-bound manner; (c) the details of the funds sanctioned, released and utilised under existing sports-related schemes during 2025 district and scheme-wise; (d) whether the Government proposes to make specific provisions in the Union Budget (2025-2026) for establishing Khelo India Centres, regional training hubs, structured competitions and deployment of qualified coaches in each discipline to develop sporting talent in the said districts; and (e) if so, the details thereof? ANSWER THE MINISTER OF YOUTH AFFAIRS & SPORTS [ DR. MANSUKH MANDAVIYA ] (a) Under the Khelo India Scheme, one project, namely, Construction of Swimming Pool at District Hqrs., District Boudh, has been sanctioned in the State of Odisha. Details of the same are available in public domain Page 1 of 2on the dashboard of the Ministry at https://mdsd.kheloindia.gov.in. (b) ‘Sports’ being a State subject, the responsibility of development of sports, including assessment of adequate standard playgrounds, indoor stadium, synthetic tracks, multipurpose sports complexes and trained coaching support, addressing the gaps in a time bound manner, rests primarily with the respective State/Union Territory Governments. The Union Government only supplements their efforts by bridging critical gaps. However, the Ministry of Youth Affairs and Sports implements the following schemes for development of sports in the country, including in tribal and geographically challenging districts of Odisha: (i) Khelo India - National Programme for Development of Sports; (ii) Assistance to National Sports Federations; (iii) Cash Incentive to Medal Winners in International Sports Events and their Coaches; (iv) National Sports Awards; (v) Pension to Meritorious Sportspersons; (vi) Pandit Deendayal Upadhyay National Welfare Program for Sportspersons; (vii) National Sports Development Fund; and (viii) Running Sports Training Centres through Sports Authority of India (SAI). Details of the above schemes are available in the public domain on the websites of this Ministry and the Sports Authority of India. (c) Funds are allocated and released Scheme-wise not district-wise in this Ministry.
