SHRI GIRIDHARI YADAV: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार् ग मंत्री be pleased to state: (a) whether the Government maintains any data of hit and run cases occurred in the country, if so, the details thereof during the last five years, State-wise; (b) the number of cases wherein compensation has been paid; (c) the details of non-payment of compensation to victims by general insurance companies in hundred hit and run cases in the Banka district of Bihar, State-wise; (d) whether the Government has conducted any inquiry into the cases of delay in the payment of compensation by insurance companies and if so, the findings of the inquiry and if not, the reasons therefor; and (e) the steps are being taken or proposed to be taken by the Government to provide speedy compensation to the victims and to prevent such incidents in future? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) to (e) The Government publishes report on “Road Accidents in India” based on data received from States/UTs. As per the data, State/UT-wise details of Hit and Run road accidents classifiedaccording to type of collision during the calendar year 2020 to 2024 is attached as Annexure-A. Government vide G.S.R. 163(E) dated the 25th February, 2022 has notified the Compensation to Victims of Hit and Run Motor Accidents Scheme, 2022 to provide compensation in respect of the death of, or grievous hurt to, persons resulting from hit and run motor accidents. The scheme is being implemented with effect from 1st of April, 2022. As per the scheme, a fixed sum of Rs.2 lakhs is to be provided in case of death, and a fixed sum of Rs.50,000 is to be provided in case of grievous hurt. As per the scheme, the applicant shall submit an application seeking compensation along with prescribed documents to the Claims Enquiry Officer of the Sub-Division or Taluka in which the accident took place. The Claims Enquiry Officer is required to convey his decision within one month of receipt of claim, after which the Claims Settlement Officer is provided with fifteen days to sanction the claims and forward the sanction order to General Insurance Council. General Insurance Council shall make the e-payment to the bank account as provided by the claimant within a period of fifteen days. Data of hit and run cases from 01st April, 2022 onwards are annexed as Annexure-B. Ministry vide GSR 153(E) dated 02.03.2026 has amended the Compensation to Victims of Hit and Run Motor Accidents Scheme, 2022, with a view to further streamline and strengthening its implementation. Under Paragraph 13 of the Scheme, District Road Safety Committee is empowered to evaluate the implementation of the Scheme and take corrective steps, wherever necessary. Similarly, under Paragraph 13A of the Scheme, State Road Safety Council may take similar steps for the implementation of the scheme in the concerned State or Union territory.
