GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 1039 ANSWERED ON 09/02/2026 HOUSES UNDER PMAY-U IN ANDHRA PRADESH 1039. SHRI GOLLA BABURAO: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether it is a fact that nearly 2.69 lakh houses have been sanctioned for the state of Andhra Pradesh under PMAY-U; (b) whether it is also a fact that 1.5 lakh houses have been occupied, but there are more than 1 lakh houses completed but not handed over to the beneficiaries; (c) if so, the details thereof, district-wise; and (d) by when Government is going to handover completed houses to the beneficiaries forthwith? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (d): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries across the country. Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries in next five years. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). PMAY-U & PMAY-U 2.0 are demand driven schemes and as per the Scheme Guidelines, selection of beneficiaries under different verticals through suitable means, formulation & execution of projects including allotment of completed houses are done by States/UTs. The allotment as well as occupancy of the houses sanctioned under different verticals under the scheme are done through transparent processes to ensure that all houses under PMAY-U are completed and occupied by the intended and eligible beneficiaries only. Based on the project proposal submitted by States/UTs, a total of 122.28 lakh houses including 10.66 lakh under PMAY-U 2.0 have been sanctioned by the Ministry, so far. Out of which, 114.84 lakh houses have been grounded and 97.02 lakh are completed/delivered to the beneficiaries across the country, including Andhra Pradesh as on 22.01.2026. Further, a total of 19.48 lakh houses have been sanctioned under PMAY-U & PMAY-U 2.0 for the State of Andhra Pradesh, out of which 18.34 lakh houses have been grounded and 11.24 lakh houses have completed so far. District-wise details of houses sanctioned, completed and occupied in Andhra Pradesh are at Annexure. Occupancy of AHP houses in Andhra Pradesh remains a major concern due to lack of civic infrastructure. State has been requested to expedite the occupancy of AHP houses at the earliest.
