IMPACT OF RISING STEEL PRICES ON MSME MANUFACTURING CLUSTERS
4075. SHRI PUSHPENDRA SAROJ:
Will the Minister of STEEL be pleased to state:
(a) the details of the domestic steel prices vis-à-vis international benchmark prices
during the last three years;
(b) whether Indian MSME manufacturers are paying higher input costs compared to
global competitors, if so, the reasons therefor;
(c) whether any assessment has been conducted on the impact of rising steel prices
on MSME manufacturing clusters, including margin compression, production cuts or
unit closures, if so, the details thereof;
(d) the number of MSME units in Steel-intensive sectors that reported financial stress,
loan restructuring, or shutdown during the said period in the country, State and district-
wise especially for Uttar Pradesh;
(e) whether export policies, safeguard duties or supply constraints contributed to
elevated domestic prices, if so, the details thereof; and
(f) the corrective trade or pricing interventions proposed to protect MSME
manufacturing competitiveness?

(a)to(f): Steel is a deregulated sector and steel prices are determined by demand
supply dynamics of market forces. The Government acts as a facilitator, by creating a
conducive policy environment for the development of steel sector including small and
medium producers in the country.
There are no international benchmark prices of steel. The details of domestic
steel prices of TMT Rebar and CR Coil during the last three years, i.e. January, 2023
to December, 2026 are at Annexure.
The Ministry of Micro, Small and Medium Enterprises has established 65 Export
Facilitation Centers (EFCs) in its field offices across the country with the aim of
providing requisite mentoring and handholding support to MSMEs in exporting their
products and services. EFCs support MSME exporters by providing comprehensive
assistance across key areas. These include dissemination of information on export-
related schemes and benefits, training and workshops on export compliance,
handholding in export documentation and procedures, engagement with industry
associations, State Governments, and Director General of Foreign Trade (DGFT) to
facilitate MSMEs.
