IMPLEMENTATION AND BENEFICIARIES OF PRADHAN MANTRI VIRASAT KA
SAMVARDHAN (PM VIKAS)
3092. DR. BYREDDY SHABARI:
Will the Minister of MINORITY AFFAIRS be pleased to state:
(a) the total funds allocated, released and utilised under PM VIKAS during the last five years,
State/UT, year and component-wise (Skilling & Training, Leadership & Entrepreneurship and
Education Components);
(b) the details of the number of candidates enrolled, trained or provided leadership and
entrepreneurship development under PM VIKAS during the said period, State/UT, year,
district including gender and minority-community-wise;
(c) the details of the number and types of programmes implemented under each
subcomponent including course duration, certification awarded and sector of training;
(d) the number of candidates placed in jobs, started entrepreneurial ventures or continued
higher education after training, State/UT and component-wise; and
(e) the steps taken or proposed to be taken to expand coverage, improve training quality, track
outcomes and ensure convergence with Skill India Mission/Skill India Portal?

(a): Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) is a Central Sector Scheme, that
converges the erstwhile skilling and education support initiatives of the Ministry, and focuses
on the socio-economic empowerment of six notified minorities through skill development;
entrepreneurship among minority women; and education support for school dropouts. The
scheme guidelines were approved in January 2025, and implementation of the scheme had
commenced thereafter.
Details of the budget allocation and expenditure in FY 2024-25 and FY 2025-26 is as below:

* upto 28.02.2026(b): Under the scheme, implementation has begun only recently. Against an allocated target of
over 1.50 lakh beneficiaries, over 19,400 candidates have been enrolled, out of which, over
800 candidates have been already trained. A state/UT wise breakup of enrolled and trained
beneficiaries under the scheme are as follows:

Total 19569 838(c): The scheme has 04 components, namely:
i. Skilling and Training Component
ii. Women Leadership and Entrepreneurship Component
iii. Education Component
iv. Infrastructure Development Component
Under component i, and iii,the Ministry implements the project as per the common cost
norms of the Ministry of Skill Development and Entrepreneurship to impart training in NSQF
aligned job roles. The Education Component aims to provide education bridge program to
school dropouts from minority communities for pursuing open schooling in class 8th, 10th,
and 12th and provide them certification through National Institute of Open School (NIOS) or
any other institution(s) approved by MoMA
(d): Since the scheme implementation has commenced only during the ongoing financial
year, and only more than 800 candidates out of the over 1.50 lakh allocated candidates have
completed their training till date; representative data on placements, entrepreneurial ventures
started or continuing higher education after training, would be available once a larger number
of trainees complete their training.
(e): Under the PM VIKAS Scheme, the Ministry has provisioned for trainings to be
undertaken only at NSDC accredited centres (and under the education component only at
centres accredited by NIOS), and concurrent monitoring of the trainings being imparted. The
Ministry’s dedicated portal for the PM VIKAS Scheme has been integrated with Skill India
Digital Hub (SIDH) portal of Ministry of Skill Development and Entrepreneurship (MSDE),
with the trainee candidate lifecycle entirely being captured on the SIDH portal, to ensure
efficient, real-time monitoring along with coherence within the skilling ecosystem and
keeping in mind the ‘whole-of-government’ approach.
