Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the total number of houses sanctioned, grounded and the ones for which Bhoomi Pujan
has been performed since the inception of Pradhan Mantri Awas Yojana–Urban 2.0, along
with the progress made, State-wise;
(b) the details of the Angikaar 2025 campaign conducted from September to October 2025
and its results in accelerating the implementation of the final phase;
(c) the measures being taken to include women beneficiaries and persons with disabilities
under the scheme; and
(d) the financial provisions allocated to the States and the Central assistance released
under the Pradhan Mantri Awas Yojana-Urban 2.0?

(SHRI TOKHAN SAHU)
(a) to (d): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri
Awas Yojana – Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca houses with
basic civic amenities to eligible urban beneficiaries across the country. Based on the learnings from the
experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U
2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the
country to support 1 crore additional eligible beneficiaries in next five years. The scheme is implemented
through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP),
Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS).

As per the Scheme Guidelines of PMAY-U 2.0, selection of beneficiaries, formulation & execution of
projects are done by States/Union Territories (UTs). States/UTs/Urban Local Bodies (ULBs) are to
undertake assessment of housing demand under different verticals through suitable means. Eligible citizens
are also allowed to apply through Unified Web Portal of PMAY-U 2.0 and register their demand with all
details on the portal. States/UTs/ULBs validate the beneficiaries as per the eligibility criteria of the scheme
guidelines. Preference under the Scheme is given to Widows, single women, Persons with Disabilities,
Senior Citizens, Transgenders, persons belonging to Scheduled Castes/Scheduled Tribes, Minorities and
other weaker and vulnerable sections of the society.
The Angikaar 2025 was launched in September 2025 to complete already sanctioned houses under PMAY-
U and create awareness among the prospective beneficiaries to apply for seeking the benefit of PMAY-U
2.0. A series of activities are part of the campaign which inter-alia include:
• Help desks to provide guidance on eligibility, application process and scheme benefits of PMAY-
U 2.0
• On-spot enrolment of potential beneficiaries of PMAY-U 2.0
• Dedicated camps on PM Surya Ghar: Muft Bijli Yojana, Health, PM SVANidhi, Ayushman Bharat
to provide scheme benefits to PMAY-U beneficiaries through convergence
• Loan Melas for facilitation of home loans to provide ease of finance to beneficiaries of PMAY-U
2.0 particularly for ISS vertical.
Based on the project proposals submitted by States/UTs, a total of 122.28 lakh houses have been sanctioned
under PMAY-U & PMAY-U 2.0 by the Ministry, so far. Of the sanctioned houses, 114.84 lakh houses
have been grounded for construction; of which 97.02 lakh are completed/delivered to the beneficiaries as
on 22.01.2026. The sanctioned houses include 10.66 lakh under PMAY-U 2.0. The houses sanctioned
under PMAY-U 2.0 involves Central Assistance of ₹ 15,538.00 crore against which 1st instalment of
₹4,670.00 crore has been released to States/UTs so far. State/UT-wise details of houses sanctioned under
PMAY-U 2.0 are given at Annexure.
As per the scheme guidelines of PMAY-U & PMAY-U 2.0, the houses constructed/ acquired/purchased
under the Schemes should be in the name of the female head of the household or in the joint name of the
male head of the household and his wife and only in cases when there is no adult female member in the
family, the house can be in the name of male member of the household.
