IMPLEMENTATION OF CENTRAL MINORITY WELFARE SCHEMES IN PUNJAB
2862. SHRI CHARANJIT SINGH CHANNI:
Will the Minister of MINORITY AFFAIRS be pleased to state:
(a) whether the Government has reviewed the progress of minority welfare schemes such as
scholarships, skill development and infrastructure development in Punjab and if so, the details thereof
and if not, the reasons therefor;
(b) whether the State Government of Punjab has requested additional allocations for minority-focused
schemes in the current financial year and if so, the details thereof and if not, the reasons therefor;
(c) whether the Government has taken steps to address delays in disbursement of scholarships to
minority students in Punjab and if so, the details thereof and if not, the reasons therefor; and
(d) whether the Government proposes to strengthen monitoring mechanisms to ensure transparent
implementation of minority welfare programmes in Punjab and if so, the details thereof and if not, the
reasons therefor?

THE MINISTER OF MINORITY AFFAIRS

(a) The Ministry of Minority Affairs implements various schemes such as Pradhan Mantri Jan
Vikas Karyakram (PMJVK), Pradhan Mantri Virasat Ka Samvardhan (PMVIKAS), Scholarships,
concessional loans to minorities through National Minority Development Finance Corporation
(NMDFC) at pan India level including Punjab for socio-economic empowerment of the six (6)
centrally notified minority communities. The Ministry regularly reviews the physical and financial
progress made under these minority welfare schemes through meetings with concerned Stakeholders,
organising National workshops with concerned State/UT Governments to ensure timely intervention
and completion of projects.
(b) No proposal from the Government of Punjab is pending in the Ministry.
(c) The Scholarship schemes of the Ministry namely (i) Pre-Matric Scholarship Scheme, (ii) Post
Matric Scholarship Scheme and (iii) Merit-cum-Means based Scholarship Scheme have not been
approved for implementation beyond 2021-22.
(d) The Ministry follows structured mechanism to ensure transparent and time bound
implementation of programmes/projects under its various schemes. The progress made under various
schemes is being reviewed through regular senior officer meetings, dedicated scheme specific portals,
online dashboards, utilization certificates, etc. Periodic workshops/meetings with concerned
stakeholders including State/UT Governments are also conducted to assess the performance of
schemes, address implementation issues/challenges, and strengthen monitoring to achieve the
objectives of the Schemes. On ground implementation of schemes is also assessed through direct
interaction with the beneficiaries. The Ministry time-to-time engages independent third-party
organizations/agencies to conduct evaluation and impact assessment of various schemes.
