GOVERNMENT OF INDIA MINISTRY OF HOME AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 2949 TO BE ANSWERED ON THE 18TH MARCH, 2026/ PHALGUNA 27, 1947 (SAKA) IMPLEMENTATION OF MPF 2949 SHRI MALLIKARJUN KHARGE:
Will the Minister of HOME AFFAIRS be pleased to state:
(a) the details of funds allocated, sanctioned and released, sub-scheme wise, for the Modernisation of Police Forces (MPF) during the last five years;
(b) whether it is a fact that the utilisation of allocated budgets by the State Governments has been low and if so, the reasons therefor; and
(c) whether Government is planning to provide any additional support for infrastructural requirements necessary for the implementation of the Bharatiya Nyaya Sanhita, the Bharatiya Nagarik Suraksha Sanhita and the Bharatiya Sakshya Adhiniyam and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI)
(a): The details of funds allocated, sanctioned and released, sub-scheme wise, for the Modernisation of Police Forces (MPF) during the last five years is given as Annexure.
(b): ‘Police’ and ‘Public Order’ are State subjects as per the Seventh Schedule of the Constitution of India. However, the Government of India supplements the efforts of the States/Union Territories (UTs) for equipping and modernizing of their police forces.-2- R.S.US.Q.NO. 2949 FOR 18.03.2026 For utilization of allocated funds and early implementation of the Action Plans, States/UTs are requested on regular basis through various correspondences and meetings.
(c): “Ministry of Home Affairs (MHA), in coordination with BPR&D, NCRB and NIC, extended support to States /UTs by upgrading the existing digital platforms as per Nyaya Sanhitas such as CCTNS, e-Forensics, e-Prosecution and e-Prisons and developing new digital platforms such as e-Sakshya, e- Summons, Nyaya Shruti and MedLeaPR. e-Sakshya facilitates the electronic recording of collection of evidence from the scene of crime and related procedures envisaged under the BNSS; e-Summons enables the digital issuance and service of summons; Nyaya Shruti enables evidence in Courts through Video Conferencing; and MedLEaPR to digitally capture Medico Legal Reports (MLRs) and Postmortem Reports (PMRs). In this regard, an allocation of Rs.1771.64 Cr., for upgradation of Infrastructure in States/UTs have been approved.
