Parliament Question: Implementation of PM e-Bus Sewa in Patna

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 3415 ANSWERED ON 23/03/2026 IMPLEMENTATION OF PM E-BUS SEWA IN PATNA 3415. SHRI AKHILESH PRASAD SINGH Will the Minister of Housing and Urban Affairs be pleased to state: (a) whether Patna has been included under the PM e-Bus Sewa scheme launched to promote electric public transport in urban centres; (b) the number of electric buses sanctioned, delivered and operational in Patna under the scheme since 2023; (c) the financial assistance provided by the Centre for charging infrastructure, depot modernisation and operational subsidies; and (d) the steps taken to ensure long-term financial sustainability, reduction of urban air pollution and improvement in last-mile connectivity in the State capital? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (c): Under the PM-eBus Sewa Scheme, which aims to augment city bus operation in urban areas, 150 e-buses have been sanctioned to Patna city along with financial support for associated infrastructure. Delivery and operations of e-buses is dependent on completion of associated infrastructure which consists Civil Depot infrastructure and Behind-the-Meter (BTM) Power infrastructure which is the responsibility of the concerned State Government. At present, Civil Depot and BTM infrastructure work has not been completed. Therefore, as of now no e-buses has been deployed under the Scheme. The details of the buses and associated infrastructure project sanctioned for Patna city under the Scheme are given at Annexure-I. (d): Urban Transport is a part of Urban planning which is a State subject. Therefore, respective State Governments are responsible for planning, execution and management of urban transport system including financial planning of resources, steps for reduction in urban air pollution and mobility plan of the city. However, Government of India has issued National Urban Transport Policy 2006, Metro Rail Policy 2017, Transit Oriented Development (ToD) Policy 2017 and other policy guidelines for planning of sustainable urban transport system. Central Government has sanctioned Patna Metro Rail project with route length of 32.5 KM at the cost of ₹13,365.77 crore and at present about 3 Kms metro rail stretch is operational.
