SHRI RAMVIR SINGH BIDHURI: SHRI JASWANTSINH SUMANBHAI BHABHOR: Will the Minister of HEAVY INDUSTRIES be pleased to state: (a) the details regarding progress in the implementation of the PM e-Bus Sewa Payment Security Mechanism (PSM) Scheme; (b) the details regarding number of buses approved/sanctioned/provided to all States, State & UT-wise including Gujarat and Telangana and NCTs of Delhi along with district-wise distribution under the said scheme since its inception; (c) the total amount of financial assistance allocated under PM e-Sewa for procurement of electric buses to each State including the amount committed and released, State-wise; (d) the details regarding timeframe for the delivery and commencement of operations of sanctioned buses along with the time duration of operational support; (e) whether there is any proposal to expand green public transport in tribal districts including Dahod; and (f) the manner in which the financial stability of State Transport Undertakings is being ensured under the Payment Security Mechanism? ANSWER THE MINISTER OF STATE FOR HEAVY INDUSTRIES (SHRI BHUPATHIRAJU SRINIVASA VARMA) (a) & (b): PM e-Bus Sewa–PSM Scheme was notified on 28.10.2024. The details of implementation progress is as below: i. Scheme guidelines and Standard Operating Procedure (SOPs) have been published. ii. 19 States/UTs have submitted the Direct Debit Mandate (DDM) to Reserve Bank of India as on 12.03.2026. iii. As on 28.02.2026, Tender for 6,228 number of buses were concluded under PM-eBus Sewa Scheme of MoHUA. Letter of Award for 4720 buses have been issued by Public Transport Authorities (PTA). iv. Tender for 10,900 buses under PM E-DRIVE scheme are concluded and tender for 2,900 buses is under progress. v. Rs. 500 crore has been disbursed to CESL in the first tranche to set up the PSM Fund in FY 2025-26. vi. List of sanctioned buses under PM e-Bus Sewa scheme and PM e-Drive scheme is provided in the Annexure 1.-2- (c): The total amount sanctioned and spent for the infrastructure proposals (Behind-the-Meter power infrastructure and Civil Depot Infrastructure) till December 2025 is Rs 1254.38 crore and Rs. 483.70 crore respectively under the Scheme. The details of the state-wise amount sanctioned are provided in Annexure-2. (d): The timeline for deployment varies from tender to tender. However, typically the deployment timeline for buses is considered to be two (2) years from the date of signing of the Concession Agreement between the PTA and the OEM. The PSM Scheme provides payment security coverage for a period of up to 12 years for each bus deployed under the Scheme. (e): There is no provision under the Payment Security Mechanism (PSM) scheme for expanding green public transport in tribal districts, including Dahod.
