Will the Minister of MINORITY AFFAIRS be pleased to state:
(a) the details of schemes currently being implemented by the Government for the educational,
economic and social upliftment of minority communities;
(b) the funds allocated, released and actually utilised under these schemes during the last three years,
State and year-wise;
(c) whether the Government has assessed the impact of reduced allocations, delays in scholarships
and discontinuation or merger of schemes on students and economically weaker sections belonging
to minority communities and if so, the details thereof; and
(d) the steps taken/being taken by the Government to ensure timely disbursal of scholarships,
protection of constitutional rights of minorities and effective implementation of welfare schemes
across the country?

(a) &(b):The Government implements various schemes for the welfare and upliftment of every strata,
including minorities, specially the economically weaker and lesser privileged sections of the society.
The Ministry of Minority Affairs implements following schemes for socio-economic and educational
empowerment of the six (6) centrally notified minority communities viz. Buddhist, Christian, Jain,
Muslim, Parsi and Sikh:
(i) Scholarship Schemes:
The Ministry of Minority Affairs has implemented the following three Scholarship
schemes for the educational empowerment of the six centrally notified minority communities:
i) Pre-Matric Scholarship Scheme;
ii) Post Matric Scholarship Scheme; and
iii) Merit-cum-Means based Scholarship Scheme.
The Schemes intend to provide financial assistance to the poor and meritorious students
belonging to religious minority communities to enable them to pursue professional and technical
courses. The Scholarship schemes, however, have not been approved for implementation beyond
2021-22.The state-wise details of funds released under these schemes during the last three years
are atAnnexure-I.
(ii) Pradhan Mantri Jan Vikas Karyakram (PMJVK):
Pradhan Mantri Jan Vikas Karyakram" (PMJVK), a Centrally Sponsored Scheme, is one
of the flagship program of the Ministry of Minority Affairs for creation of community
infrastructure in the Minority Concentration Areas of the country in the sectors viz. Health, Skill
Development, Education, Women Centric Projects, Drinking Water and Sanitation, Sports,
Renewable energy, Tourism, Animal Husbandry and Other Community Infrastructure.
PMJVK is a demand driven scheme and State/ UT-wise allocation of funds is not made
under it. However, the year-wise details of funds released to States/UTs during the last three
years under PMJVK is at Annexure II.
(iii) Pradhan Mantri Virasat Ka Samvardhan (PMVIKAS)
The Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) is a Central Sector Scheme
focusing on the socio-economic empowerment of six notified minorities through skill
development; entrepreneurship among minority women; and education support for school
dropouts. Being a Central Sector Scheme, funds are not allocated to States/ UTs under the PM
VIKAS scheme.

The implementation of the PM VIKAS scheme has been rolled out recently wherein
project implementation, including training of beneficiaries, has only commenced recently,
therefore identification of challenges is at a very nascent stage and shall evolve as the scheme
implementation progresses.
(iv) Jiyo Parsi:
The Jiyo Parsi scheme is unique Central Sector Scheme for arresting the population
decline of Parsi Community. The scheme was launched in 2013-14. The objective of the scheme
is to reverse the declining trend of Parsi population by adopting a scientific protocol and
structured interventions, stabilize their population and to increase the population of Parsis in
India.The scheme has three components-Medical Assistance, Health of Community and
Advocacy.a) Medical Component: to provide financial assistance for medical treatment under standard
medical protocol.
b) Health of the Community: To motivate Parsi Couples to have more children, financial
assistance would be available to couples to take care of their dependent elderly family members
and children.
c) Advocacy:To increase awareness and outreach among the Parsi community to reverse their
population decline, publicity about the scheme is undertaken. Further, several workshops
/interactions with the community are organized. Dissemination of information regarding
implementation of the Jiyo Parsi Scheme is also carried out through major Parsi newspapers on a
monthly basis.

(v) National Minorities Development & Finance Corporation (NMDFC)
NMDFC implements its schemes for socio-economic development of “backward
sections” among the notified minority communities by providing concessional loan for self-
employment income generation ventures across the country. The schemes of NMDFC are
implemented through State Channelizing Agencies (SCAs) nominated by respective State Govt./
UT Administration, Punjab Gramin Bank, Canara Bank and Union Bank.
The allocation of funds by Ministry is in terms of contribution in equity ofNMDFC. The
NMDFC utilizes the equity contributed by the Ministry and by respective States/UTs alongwith
the recoveries, for on-lending to the beneficiaries through channel partners. Detail of equity

(c) & (d): No study has been undertaken to assess the impact of discontinuation or merger of
schemes on students and economically weaker sections belonging to minority communities.
National Commission for Minorities (NCM) is a statutory body under the Ministry of Minority
Affairs and has been inter-alia entrusted with the responsibility to look after the implementation
of safeguards for protection of constitutional rights of notified minority communities. The NCM
from time-to-time issues advisories to all State / UT Governments to safeguard the rights,
preserve heritage, culture & religious faith of notified minority communities.
