SHRI SASIKANTH SENTHIL: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) the details of the funds allocated, released and actually utilised under the major youth and sports schemes, including Khelo India, National Sports Development Fund and youth development programmes in Tamil Nadu during the last three years and the current year, year and Scheme-wise; (b) the details of the number of sports infrastructure projects, academies and training centres sanctioned, completed and pending, district-wise in Tamil nadu, under said schemes; (c) whether any outcome-based evaluation or third-party assessment has been conducted by the Government to measure youth participation, athlete performance and regional coverage in the State and if so, the details thereof; and (d) the details of the steps taken by the Government to address inter- district disparities and ensure effective utilisation of funds and facilities in rural and aspirational districts of Tamil Nadu? 1ANSWER THE MINISTER OF YOUTH AFFAIRS AND SPORTS (DR. For the years where expenditure is in excess to the allocation, expenditure shown also includes expenditure incurred against the revalidated balances of previous years. Expenditure reported for FY 2022-23, 2023-24 and 2024-25 are provisional and unaudited. Allocation and expenditure for FY 2025-26 is reported proportionately on the basis of allocation made under the scheme for the financial year and Expenditure incurred thereupon till 27.01.2026. The details regarding the current year (as on 19.01.26) is at Annexure-I. (b) Under the component “Creation and Up-gradation of Sports Infrastructure” of the Khelo India Scheme and National Sports Development Funds (NSDF), financial assistance have been provided for development of sports infrastructure such as synthetic athletic track, synthetic hockey field, synthetic turf football ground, multipurpose hall, swimming pool etc. have been sanctioned across the country, including in the state of Tamil Nadu. The details of the sports infrastructure projects approved and their sanctioned cost, funds released and their physical and financial progress, under the Khelo India Scheme and National Sports Development Funds (NSDF), across the country, are available in public domain on the dashboards of the Ministry at https://mdsd.kheloindia.gov.in and http://www.nsdf.yas.gov.in/nsdf- glance.html, respectively. The details of Sports Authority of India (SAI) Centres in the State of Tamil Nadu are at Annexure-II. (c) The third-party evaluation/assessment of the Schemes is undertaken in a five-year cycle at the Ministry level. At present, there is no provision for assessment or evaluation of the Scheme at the regional level.
