SMITA UDAY WAGH: SHRI MAHESH KASHYAP: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) the current status of implementation of the National Sports Governance Act, 2025 in the recognised National Sports Federations, including the timeline stipulated for its compliance by the affiliated bodies, particularly in Maharashtra; (b) the details of composition, powers and operational framework of the National Sports Board and the manner in which it undertakes recognition, monitoring and periodic compliance review of the said Federations; (c) the details of provisions with regard to governing standards, transparency norms, tenure restrictions, financial disclosure Page 1 of 4requirements and player representation provision laid down under the Act and the status of its compliance so far; (d) whether any measurable impact has been observed with regard to institutional accountability, timelines for dispute resolution and the fund-linked performance monitoring mechanism; and (e) if so, the details thereof, including any corrective actions taken against non-complaint federations? ANSWER THE MINISTER OF YOUTH AFFAIRS AND SPORTS [DR. MANSUKH MANDAVIYA] (a) to (e) National Sports Governance Act 2025 (NSG Act 2025) has been enacted by the Parliament and the Ministry of Youth Affairs & Sports in exercise of power conferred under section 1 (2) of the Act has notified select provisions/sections of the NSG Act, 2025 on 31.12.2025. The Ministry has also notified two sets of Rules to facilitate the implementation of the National Sports Governance Act, 2025, namely; i. National Sports Board (Search-cum-Selection Committee) Rules, 2026, notified on 08.01.2026, ii. National Sports Governance (National Sports Bodies) Rules, 2026, notified on 12.01.2026. Rule 18(1) of National Sports Governance (National Sports Bodies) Rules, 2026 notified on 12.01.2026 mandates every National Sports Body to amend its bye-laws in conformity with the provisions of the Act, within a period of six months. The Ministry vide its letter dated 28.01.2026 has asked all recognised NSFs to take all necessary steps to align their constitutions or bye-laws, institutional processes and operations with the statutory framework laid down in the Act and the Rules framed thereunder within the stipulated timelines. Page 2 of 4With regard to compliance requirements by the affiliated bodies, it is informed that under NSG Act 2025 a recognised sports organisation is responsible to ensure that all its voting members and affiliate units, as applicable, complies with the International Charters and Statutes, as applicable, and shall exercise the rights, perform the duties and discharge the functions as specified therein; and the provisions of this Act and the rules and regulations made thereunder. Chapter III and Chapter IV of the NSG Act 2025 provide details of the composition, power and functions of National Sports Board (NSB) and the manner in which it will exercise its powers and functions with regard to board recognition of sports organization and registration of affiliate units etc. Section 4 of the NSG Act, 2025 read with the National Sports Governance (National Sports Bodies) Rules, 2026 lays down governance standards, transparency requirements, and athlete representation in the General Body and Executive Committee of National Sports Bodies. The Rules mandate inclusion of at least four Sportspersons of Outstanding Merit (SOMs) in the General Body. For ensuring representation of women SOMs in the General Body, the Rules specifically provide for fifty per cent of women SOMs in the General Body. The Rules also prescribe eligibility and tiered criteria for SOM representation based on sporting achievements, requiring applicants to be at least 25 years of age, retired from active sports, and not to have participated in competitive events leading to district, State, or national representation for at least one year prior to application. Further, the Rules specify disqualifications for membership of the General Body or any committee, including barring persons convicted by a court of law and sentenced to imprisonment from holding such positions or contesting elections to the Executive Committee or Athletes Committee.
