INCLUSION OF CITIES UNDER THE SMART CITIES MISSION
1819. SHRI SANT BALBIR SINGH:
Will the Minister of Housing and Urban Affairs be pleased to state:
(a) the number of cities in the State of Punjab that have been selected under the Smart Cities
Mission (SCM), along with their names;
(b) the total funds allocated to each selected city under SCM since its inception, the funds
utilized so far by each city, and the percentage of fund utilization in each case; and
(c) the total number of projects that were scheduled for completion within the stipulated time,
the number of projects completed within timeline, details of projects that have been
delayed or cancelled, and reasons for such delays or cancellations?

THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS
(SHRI TOKHAN SAHU)
(a) and (b): Under Smart Cities Mission (SCM), in the State of Punjab 3 cities, viz. Amritsar,
Jalandhar and Ludhiana were selected. The city-wise details of central financial assistance
released, utilized and percentage of fund utilization by the cities in the state of Punjab is as
under:

(c): As reported by the State, as on 01.03.2026, out of a total 204 projects amounting to
₹4,485 Cr, 190 projects (93% of total projects) amounting to ₹4,148 Cr have been completed and
the remaining 14 projects amounting to ₹337 are at implementation stage. The challenges
encountered in implementing smart city projects include, inter-alia, legal issues, delay in
obtaining clearances from different departments, land acquisition, change of site, issues relating
to tender and execution by contractor.
