Parliament Question: Inclusion of Persons with Disabilities under PMAY–Urban

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 239 ANSWERED ON 02/02/2026 INCLUSION OF PERSONS WITH DISABILITIES UNDER PMAY–URBAN 239. SHRI BHUBANESWAR KALITA: Will the Minister of Housing and Urban Affairs be pleased to state: (a) whether there is any provision under PMAY–Urban and PMAY–Urban 2.0 that ensure preference for Persons with Disabilities in housing allotment; (b) if so, the total number of beneficiaries identified under this category across States and Union Territories; (c) the steps taken by the Central Government to guide and assist States in adopting inclusive mechanisms for allotment; (d) whether Government proposes any further measures to strengthen accessibility and design standards in housing for Persons with Disabilities; and (e) if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (e): ‘Land’ and ‘Colonization’ are State subjects. Therefore, schemes related to housing for their citizens are implemented by States/Union Territories (UTs). However, the Ministry of Housing and Urban Affairs supplements the efforts of States/Union Territories (UTs), by providing Central Assistance under Pradhan Mantri Awas Yojana Urban (PMAY-U) since 25.06.2015 to provide pucca houses to eligible urban beneficiaries across the country. Further, based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries in next five years. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). Preference under the Scheme is given to Persons with Disabilities along with other vulnerable groups such as Widows, single women, Senior Citizens, Transgenders, persons belonging to Scheduled Castes/Scheduled Tribes, Minorities and other weaker and vulnerable sections of the society. The scheme guidelines of PMAY-U 2.0 may be accessed at https://pmay-urban.gov.in. PMAY-U & PMAY-U 2.0 are demand driven schemes and Government of India has not fixed any target for construction of houses. As per the Scheme Guidelines, selection of beneficiaries under different verticals through suitable means, formulation & execution of projects are done by States/ Union Territories (UTs). Based on the project proposal submitted by States/Union Territories (UTs), a total of 122.28 lakh houses, including 10.66 lakh under PMAY-U 2.0, have been sanctioned under the scheme by the Ministry; out of which, 114.84 lakh houses have been grounded and 97.02 lakh are completed/delivered to the beneficiaries across the country as on 22.01.2026. A total of 73,839 Persons with Disabilities (Divyangjan) have been benefited under these schemes. State/UT wise details of Persons with Disabilities (Divyangjan) benefitted under PMAY-U and PMAY-U 2.0 is at Annexure. …2/--2- As per the scheme guidelines for AHP vertical, necessary provisions of ramp and other facilities for barrier free access to ensure accessibility for Persons with Disabilities (Divyangjan) as mentioned under the provisions of Rights of Persons with Disabilities Act, 2016 is mandatory. While making the allotment in AHP projects, the families with person with disability and senior citizens are to be allotted house preferably on the ground floor or lower floors.
