Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION
be pleased to state:
(a) whether each Member of Lok Sabha gets only Rs. 5 crore per annum
under the Member of Parliament Local Area Development Scheme
(MPLADS), if so, the details thereof;
(b) the date on which the said amount was increased;
(c) whether the Government has reviewed the implementation of MPLADS
in the Country to assess the adequacy of the current allocation and
proposes to increase the funds under said scheme given to the Member of
Parliament in view of the increase in the cost of construction materials
and wages of labourers, if so, the time by when and if not, the reasons
therefor;
(d) whether any such proposal regarding increasing in MPLADS funds has
been sent to the Ministry of Finance, if so, the details thereof and if not,
the reasons therefor;
(e) the number of MLAs in each Lok Sabha constituency in the country;
(f) whether the Government is aware that some Lok Sabha constituencies
are very large, where the funds given to the MP are proving to be
insufficient, if so, the details thereof;
(g) whether the Government proposes to increase the limit of MPLADS
funds for bigger Lok Sabha constituencies and consider it GST free, if so,
the decision taken by the Government in this regard;(h) the steps taken by the Government to ensure that sufficient fund is
given to the MP for developmental works in the Constituency; and
(i) whether any initiative is being taken by the Government in this
direction, if so, the details thereof and if not, the reasons therefor?

OF STATE IN THE MINISTRY OF CULTURE (RAO INDERJIT SINGH)
(a) & (b) The annual entitlement per Member of Parliament under the
Member of Parliament Local Area Development Scheme (MPLADS) was
increased to Rs. 5.00 crore from Rs.2.00 crore in the FY 2011-12.
(c) & (d) The Ministry conducted a Third-Party Physical Evaluation of the
MPLADS works completed during the period 01-04-2014 to 31-03-2019, in
216 districts across the country. The evaluation was done in the year 2021
and the agency submitted final report on 31-8-2021.
Further, the Cabinet approval for the scheme has been granted till 2025-26.
At the time of submission of EFC proposal for extension of MPLAD Scheme
beyond 31 March 2026, Ministry will examine the proposal following due
process of third-party evaluation (presently under process), consultation
with stakeholders and keeping in view the requests received from Hon’ble
MPs over time.
(e) The details of number of MLAs in each Lok Sabha constituency in the
country are enclosed (Annexure I).
(f) to (i) Under Members of Parliament Local Area Development Scheme
(MPLADS), each Hon’ble Member of Parliament is entitled for Rs.5 crore
annually, irrespective of the size of their Lok Sabha Constituency.
GST rates and exemptions are prescribed based on the recommendations
of the GST Council, which is a Constitutional body comprising of members
from both the Union and State/UT Governments. A request to exempt GST
for works carried out under MPLAD funds was placed before the 47th GST
Council in its meeting held on 28th-29th June 2022. However, the council
did not recommend any change.
