Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:
(a) whether the Government has finalised the total estimated cost for
hosting the 2030 Commonwealth Games in Ahmedabad and if so, the
details thereof and if not, the reasons for proceeding without financial
clarity;
(b) whether an independent evaluation conducted to assess
infrastructure readiness, athlete facilities, logistics and long-term
utilisation of newly created venues and if so, the details thereof;
(c) whether the bidding and selection process involved consultations
with national sports federations, State Governments and Members of
Parliament and if not, the reasons for undertaking such a significant
international commitment without wider stakeholder participation, if
so, the details thereof;
(d) whether the Government has examined possible financial liabilities
on the Union and State Government in case of delays or cost
escalations, if so, the outcome of such assessments; and
(e) whether any social and environmental-impact assessments were
conducted for planned infrastructure expansion in Ahmedabad, if so, the
findings thereof and if not, the reasons therefor?

(a) to (e): Government of Gujarat, host state for Commonwealth
Games 2030 and Indian Olympic Association have taken due care
in their assessment of the sports infrastructure and facilities,
accommodation and other logistical requirements for successful
hosting of the Games.
Games operations cost including cost escalation for the games
has been estimated by the hosts as part of Games proposal.
The Indian Olympic Association (IOA), is member of
Commonwealth Games Federation (CGF) and is known as
Commonwealth Games Association of India (CGAI) is responsible
to undertake the formal bidding to host the Commonwealth
Games in line with the frameworks of the Commonwealth Sport.
Bidding of the 2030 Commonwealth Games was approved by the
General Assembly of the IOA and the sports federations are part
of the General Assembly. Sports as part of the 2030
Commonwealth Games are yet to be decided by the CGF.
In the bid document for Commonwealth Games 2030 submitted to
Commonwealth Sport, it has been mentioned that the Games’
sustainability strategy will align with existing city frameworks,
including the Sustainable Urban Mobility Plan (SUMP) and the
Climate Resilient City Action Plan (CRCAP), which focuses on
mitigation of climate change impact through initiatives in urban
planning and any strategic initiatives related to climate mitigation
will be based on the long-term strategy outlined by the city. Indian
Institute of Management (IIM) Ahmedabad has been appointed by
Gujarat Sports Infrastructure Development Company Limited to
conduct economic, social and environment impact assessment
studies for multi sporting events.
