INFRASTRUCTURE PROJECTS IN HARYANA
218. SMT. REKHA SHARMA:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the details of urban infrastructure projects approved and initiated in the State of Haryana,
particularly in Gurugram and other NCR districts, during the last two years;
(b) the total financial outlay involved therein and the share of the Central and State Governments;
(c) whether projects such as multi-level parking facilities, smart roads, and community centres are
being executed under any centrally sponsored schemes; and
(d) the timelines fixed for completion and the mechanisms in place to ensure quality and
transparency in execution?

(a) to (d): As per the provisions of Article 243 W of the Constitution, in conjunction with the Seventh
and Twelfth Schedules, matters relating to urban development fall within the purview of States/ Urban
Local Bodies (ULBs). However, Ministry of Housing and Urban Affairs (MoHUA) provides
programmatic support to the States/ Union Territories (UTs) in their urban development agenda
through its various flagship Missions/ Programmes viz. Atal Mission for Rejuvenation and Urban
Transformation (AMRUT) 2.0, Swachh Bharat Mission – Urban (SBM-U) 2.0, Smart Cities Mission
(SCM), Urban Transport (UT), etc.
Through these Missions/Schemes, the Central Government approves the State Plans and provides the
Central Assistance (CA) to the States. The projects are selected, designed, approved and executed by
the States/UTs and the cities. The State Governments release funds to the cities/districts.
AMRUT 2.0: AMRUT 2.0 was launched in the year 2021 in all ULBs/ cities, enabling the cities to
become 'self-reliant' and 'water secure'. Providing universal coverage of sewerage and septage
management in 500 AMRUT cities is one of the major focus areas of AMRUT 2.0. Rejuvenation of
water bodies and development of green spaces and parks are other components of the Mission. Under
the Mission, States/ UTs are empowered to select, appraise, propose and implement projects.
Under AMRUT 2.0 so far, State Water Action Plans have been approved for 77 projects worth
₹3,823.54 crore submitted by Haryana State which include 61 water supply projects worth ₹2,470.3
crore and 16 sewerage/septage management projects worth ₹1,353.24 crore. Approved projects in
Haryana include one water supply project worth ₹15.05 crore in Gurugram district. Details of
approved projects in other districts of Haryana in National Capital Region (NCR) under AMRUT 2.0

Under AMRUT 2.0, the Central share of project cost is provided as 100% for UTs, 90% for North
Eastern and Hill States, while for other States the CA varies based on city population, with 25% of
the project cost for cities having a population of more than 10 lakh, 33% for cities with a population
between 1 to 10 lakh, and 50% for cities with a population of less than 1 lakh.
AMRUT 2.0 guidelines have provisions for formation of State High Powered Steering Committee
(SHPSC) headed by the Chief Secretary of the State, to monitor and supervise the implementation of
the scheme at the State/ UT level. State Level Technical Committee (SLTC) headed by the Secretary,
Urban Development & Housing Department provides technical support to the SHPSC in monitoring
and supervising the scheme at the State level. Further, an Apex Committee constituted under the
ambit of Mission guidelines reviews and monitor the Mission periodically. For assessment and
monitoring of work done under AMRUT 2.0 in the States/ UTs, there is a provision of Independent
Review and Monitoring Agencies (IRMAs). Funds are released to the States/ UTs upon satisfactory
compliance of IRMA reports. Also, in order to fast-track the implementation of AMRUT 2.0, the
progress is periodically reviewed and monitored through regular video conferences/ webinars/
workshops/ site-visits etc. by MoHUA with the States/ UTs and ULBs. There is a dedicated AMRUT
2.0 online portal for tracking the progress and project-wise outcomes.
SBM-U 2.0: SBM-U 2.0 has been launched on October 1, 2021 for a period of five years with a
vision of achieving Garbage Free Status for all cities through 100% scientific management of all
fractions of municipal waste.
Under SBM-U 2.0, State of Haryana has been allocated an amount of ₹645.70 crores under SBM-
U 2.0, out of which action plans of ₹246.68 crores have been approved. It includes action plan for
remediation of 53.54 lakh ton of legacy waste, waste to composting plants of 1,541.35 Tonnes per
day (TPD), Material Recovery Facilities (MRFs) of 980.87 TPD, Sanitary Landfill (SLF) of 276.07
TPD. Details of all the projects under SBM-U reported by State of Haryana are available at SBM-
U, MoHUA portal https://sbmurban.org/swachh-bharat-mission-progess.
Smart Cities Mission (SCM): Under SCM, two cities, viz. Faridabad and Karnal were selected in the
State of Haryana. As reported by State on 28.01.2026, out of a total 161 projects amounting to ₹
2,136.5 crore, 140 projects (86% of total projects) amounting to ₹ 1,564.5 crore have been completed
and the remaining 21 projects amounting to ₹ 571.9 crore are ongoing. Under SCM, full amount of
CA amounting to a total of ₹ 1960 crore (₹ 980 Cr GoI + ₹ 980 Cr State Share) has already been
released to Faridabad and Karnal Smart City, of which ₹ 1,766 crore (90% of amount released) have
been utilized.

The SCM has already come to an end on 31.03.2025. SCM followed an area-based development
approach through retrofitting, redevelopment and greenfield development in 100 cities. The cities
under SCM are being developed based on Smart City Proposals (SCPs) across various sectors viz.
smart mobility, Water, Sanitation, Hygiene (WASH), smart governance, smart energy, environment
etc.
Urban Transport: Details of Metro Rail Projects approved and initiated during the last two Financial

PM-eBus Sewa: PM-eBus Sewa Scheme, launched on 16thAugust 2023, aims to augment city bus
operations in urban areas deploying 10,000 electric buses on Public Private Partnership (PPP) model.
The State of Haryana is one of the participating States in the scheme with total 450 e-buses sanctioned
across 7 cities namely Faridabad, Gurugram, Hisar, Rohtak, Panipat, Karnal and Yamuna Nagar. So
far, Central Assistance of ₹ 22.13 Cr. for associated infrastructure, for Faridabad, Gurugram which
included Behind-The-Meter and Civil Depot infrastructure has been sanctioned. Details of buses and
funds sanctioned under PM-eBus Sewa Scheme are given in the table below:

Central Sanctioning and Steering Committee (CSSC) & Project Monitoring and Evaluation
Committee (PMEC) meetings are held regularly for monitoring the Scheme progress.
