INFRASTRUCTURE DEVELOPMENT AND TECHNOLOGY INTEGRATION
UNDER PMJVK
5363. SHRI JASHUBHAI BHILUBHAI RATHVA:
Will the Minister of MINORITY AFFAIRS be pleased to state:-
(a) the details of the specific advanced technological facilities such as Artificial Intelligence
(AI) and 5G laboratories approved for creation under the Pradhan Mantri Jan Vikas Karyakram
(PMJVK);
(b) the manner in which the Government is ensuring accountability and transparency in the
monitoring of ongoing infrastructure projects through digital portals;
(c) whether there has been a significant release of funds for community infrastructure projects
in minority concentrated areas during the financial year 2025-26 and if so, the details thereof;
and
(d) the time by which the Government plan to complete the establishment of Centres of
Excellence for preservation of classical languages and manuscripts?
ANSWER

(SHRI KIREN RIJIJU)
(a) Pradhan Mantri Jan Vikas Karyakram (PMJVK) is a Centrally Sponsored Scheme
implemented by the Ministry of Minority Affairs for creation of community infrastructure in
Minority Concentration Areas across sectors such as education, health, skill development,
women-centric projects and other basic amenities.
To strengthen digital skills, research and employment opportunities, the Ministry has
approved establishment of high-end technological infrastructure and research facilities at Dr.
B. R. Ambedkar National Institute of Technology (NIT), Jalandhar, Punjab. The approved
facilities include laboratories and infrastructure relating to 5G and Beyond Technologies,
Cyber Security, Mobile Application Development, Smart Classrooms and Electric Vehicles,
with a total approved cost of Rs. 39.63 crore.
(b) To ensure accountability and transparency in project implementation, the Ministry has
developed a dedicated PMJVK Portal, which provides an end-to-end digital platform for
monitoring the entire project lifecycle from proposal submission to approval, fund release and
completion. States/UTs upload real-time progress reports, geo-tagged photographs and
milestone updates on the portal.
In addition, the NIGRANI Mobile App has been launched to facilitate field-level
reporting through geo-tagged photographs and data uploads directly from project sites. Thesedigital platforms enable real-time monitoring, enhance transparency and support timely
corrective action wherever required.
(c) Yes, Sir. During the financial year 2025-26, the Ministry has released Rs.1,138.88 crore
to States/UTs for implementation of projects under PMJVK. The funds are released through
the State Nodal Account (SNA) mechanism to facilitate efficient utilization for approved
community infrastructure projects.
(d) Four Centres of Excellence for Conservation of Classical Languages and Manuscripts
have been approved at University of Mumbai, University of Delhi, Gujarat University and Devi
Ahilya Vishwavidyalaya with a total approved cost of Rs. 142.11 crore. These Centres aim to
provide facilities for manuscript preservation, research, digitization and documentation, along
with development of digital repositories to promote academic research and long-term
conservation of classical languages and manuscripts.
