JOB CARDHOLDERS UNDER MGNREGS IN UTTAR PRADESH

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the total number of active Mahatma Gandhi National Rural
Employment Guarantee Scheme (MGNREGS) job cardholders
who were denied work and marked absent due to technical
glitches in the National Mobile Monitoring System (NMMS) app
during the financial year 2024-25 in Uttar Pradesh specifically in
rural districts like Jaunpur;
(b) whether it is a fact that Uttar Pradesh currently has a negative
net balance of funds under MGNREGS, leading to wage delays
for over three months for SC and ST workers, if so, the details
thereof;
(c) the number of Gram Panchayats in Uttar Pradesh district where
internet connectivity issues have been formally logged as a
hindrance for uploading real-time attendance; and
(d) the steps taken to compensate workers who performed manual
labor but were denied wages solely due to NMMS app failures?

(a), (c) & (d): To ensure transparency and accountability in the
implementation of Mahatma Gandhi National Rural Employment
Guarantee Scheme (Mahatma Gandhi NREGS), the Ministry has
decided that States/UTs shall ensure capturing of attendance at the
worksite through National Mobile Monitoring System (NMMS)
App with two-time stamped, geo-tagged photographs of the workers
in a day for all the works (except Individual Beneficiary Work) through
NMMS w.e.f. 1st January, 2023.
In order to avoid any inconvenience to the workers due to
NMMS, provision has been made that in case any worksite is not
located in network covered area or attendance could not be uploaded
due to any other network issue then attendance can be captured in
Page 1 of 4offline mode and can be uploaded once the device comes into
network covered area. In case of exceptional circumstances owing
to which attendance could not be uploaded, the provision for
exemption at district level by District Program Coordinator also
exists, which has since been decentralized to the Block level.
During the financial year 2024-25, 99.08 % attendance has been
marked through National Mobile Monitoring System (NMMS) in Uttar
Pradesh under the Scheme. District-wise details is given at
Annexure.
In case of Jaunpur district of Uttar Pradesh, as per NREGASoft,
100% attendance has been marked through National Mobile
Monitoring System (NMMS) under the scheme.
(b): Under Mahatma Gandhi NREGS, the wage payments are
directly credited by the Central Government to the accounts of the
beneficiaries through Direct Benefit Transfer protocol. Sanctions for
wage payments are issued daily by the Ministry through the Public
Finance Management System (PFMS) based on fund transfer orders
received from the States/ UTs after following due procedures. At the
beginning of each financial year, admissible pending liabilities of the
previous years, if any, are duly reimbursed by the Government of
India. Accordingly, all due and admissible pending wage liabilities
upto FY 2024-25 have already been cleared (except in case of State
of West Bengal).
With regard to Material and Admin components, States/UTs are
required to furnish fund release proposals to the Government of India.
The Central Government releases funds periodically in two tranches
with each tranche consisting of one or more installments, keeping in
view the “agreed to” Labour Budget, demand for works, opening
balance, pace of utilization of funds, pending liabilities, overall
performance and subject to submission of relevant documents by the
States/UTs.
Under the Scheme, in the current financial year 2025-26 (as on
11.12.2025), an amount of Rs. 8408.05 crore has been released to
Uttar Pradesh, which includes Rs. 6733.93 crore for Wage component
and an amount of Rs.1674.12 crore for Material and Admin
components. As Sanction for payment of wages are issued by
Ministry on a daily basis through PFMS (Public Finance Management
System), after receipt of funds transfer orders from States/UTs after
following the due procedures, the fund release status keeps updating
on a daily basis. In the financial year 2025-26 (as on 12.12.2025),
99.26% Fund Transfer Orders (FTOs) are generated within 15 days
from the closure of muster rolls in Uttar Pradesh under Mahatma
Gandhi NREGS.
