FRANCIS GEORGE: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार् ग मंत्री be pleased to state: (a) whether the Government is aware of incidents of landslides, hill collapses and accidents at National Highway construction sites; (b) the details of such incidents reported during the last five years, corridor-wise and Statewise; (c) whether any geological or environmental assessment has been conducted regarding safety lapses such as improper hill cutting, weak retaining structures and poor drainage and if so, the findings thereof; (d) the steps taken to mandate geotechnical audits, safety monitoring and compliance with disaster management guidelines; and (e) the measures proposed to establish real-time landslide monitoring systems and strengthen contractor accountability mechanisms? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS(SHRI NITIN JAIRAM GADKARI) (a) and (b) Damages sustained and accidents on NHs, including structures thereon, are also caused due to various other reasons like design flaws, non-compliance to Standards / Specifications, improper construction practices / techniques etc. apart from Force Majeure events like heavy rains, landslides, floods etc. Generally, incidents of extreme rainfall and landslides are witnessed in the Himalayan Region and Western Ghat sections are causing large scale damages to infrastructure including National Highways (NHs) sections. State / Union Territory (UT) – wise details of Incidents of collapses / major deficiencies in NHs stretches (including in structures like Bridges, culverts etc.) reported during the last five years are at Annexure. (c) to (e) Based upon the learning of failures of hill slopes during construction, Environmental Impact Assessment reports etc., the Government has taken various initiatives for developing disaster resilient NHs infrastructure, including structures thereon, which includes: - i. Consultants to include slope studies and stabilization as part of Detailed Project Report preparation. Geological and geotechnical investigation are to be carried out covering both within and beyond Right of Way (ROW) to prevent damages to property and infrastructure. Also, due emphasis to be given for construction of catch water drains, side drains with catch pits, cut off drains, cross drainage, etc. ii. Implementation of standardized parameters for investigating hill slope stability & selecting cost-effective long-term stabilization measures for landslide-prone areas in hilly regions. iii. Hill construction methodology refined which mandates initial construction only for hill cutting & slope protection and subsequent highway construction only post stabilized cutting formation and protection work.iv. Sensor instruments based monitoring of internal slope disturbances has also been taken up in 2 NHs stretches on pilot basis for real-time landslide monitoring systems. v. Implementation of sustainable bio-engineering measures such as coir/jute mat hydroseeding, interlinked chain mesh with green strips, bamboo piling by stepped berms and erosion control with Vetivar grass plantation on jute matting etc. for stabilizing hilly and landslide prone areas, thereby enhancing safety on NHs in such areas. vi. Research scheme taken up through IIT Roorkee for Development of Guidelines for the Assessment of Hillslope Instability Instrumentation & Real Time Monitoring vii. Standard Operating Procedure issued along with delegation of powers to field officers in case of notified disasters. viii. Operationalization of a centralized monitoring application system for Monitoring and rectification of highway defects which enables geo-tagging of defects along with photographs for contractor’s accountability. ix. Authority officers directed for thorough inspection of NHs stretches within six months of expiry of the Defect Liability Period (DLP) / Concession Period to check enforcement of defect rectification and maintenance status of NHs stretches.
