LEGACY WASTE
3431. SHRI K.R. SURESH REDDY:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the details of the amount of legacy waste currently being stored in landfills across the nation,
State/UT-wise;
(b) whether the legacy waste will be segregated and processed per the Solid Waste Management Rules
2026 post its implementation;
(c) if so, details of the mechanisms envisioned for this;
(d) the details of the amount of legacy waste processed under the Dumpster Remediation Accelerator
Program, State/UT-wise over the past five years;
(e) the details of the amount of legacy waste still pending for processing under this program, including
any new waste added, State/UT-wise; and
(f) the details of the names and numbers of sites/landfills where this legacy waste is currently being
stored, State/UT-wise?
ANSWER

(SHRI TOKHAN SAHU)
(a) : A total of 2474 dumpsites (with more than 1000 tonne of waste) having nearly 25.09 Cr. Metric
Tonnes (MT) of legacy waste have been identified for remediation. As reported by States/UTs on
Swachhatam portal, 1159 dumpsites have been remediated completely and 985 sites are under
progress. So far, a total of 16.28 Cr. MT (65%) of waste has been remediated. State-wise details of
status of legacy waste remediation are at Annexure-I.
(b) & (c): Remediation of legacy waste is done through mechanical separators to separate out the
different waste fractions (i.e. Segregated Combustible Fraction (SCF) and Refuse Derived Fuel
(RDF), Bio-earth & Construction and Demolition (C&D) fraction). Later RDF generated should be
sent to the nearest cement kilns or thermal power plants. Fine earth and bio-earth are disposed as per
CPCB guidelines. The C&D fraction of legacy waste is sent to authorized processing facility.
All ULBs have to follow Solid Waste Management Rules, 2026, which come into force from 1st
April 2026. Similar practices are being adopted currently by the ULBs based on the provisions of
SWM Rules, 2016 and guidelines issued by CPCB.
(d) to (f): Ministry of Housing & Urban Affairs launched Dumpsite Remediation Acceleration
Programme (DRAP) initiative to fast-track remediation of 214 legacy waste dumpsites which
account for 80% of the remaining legacy waste i.e. 1262.43 lakh MT waste and reclaim land for
productive urban use, while preventing creation of new dumpsites, DRAP covers 200 ULBs for
100% remediation of 214 difficult dumpsites. The timeline given for remediation is upto September,
2026. So far, a total of 528.19 lakh MT waste has been remediated since November, 2025. State/UT
wise details related to numbers of sites/landfills, total waste, waste remediated and waste to be
remediated with respect to dumpsites covered under DRAP are at Annexure-II.
