LEGITIMACY OF UNAUTHORIZED COLONIES IN DELHI AND GOVERNMENT
LAXITY
231. SHRI RAMJI LAL SUMAN:
Will the Minister of Housing and Urban Affairs be pleased to state:
(a) the details of unauthorized colonies in Delhi that have been regularized and the colonies that
continue to be classified as illegal;
(b) whether Government proposes to identify the people who mislead hardworking citizens by
selling land and facilitating settlements in unauthorized illegal colonies;
(c) the number of such unauthorized colonies built on Government land that have been
demolished in Delhi during the last five years; and
(d) the number of illegal colonies currently on Government land in Delhi?
ANSWER

(SHRI TOKHAN SAHU)
(a) & (d): Under the previous policies, 103 Unauthorised colonies (UCs) were regularized by MCD &
DDA upto 1962. Subsequently, another 567 UCs were regularised by MCD & DDA during the period
between 1979 and 1993.
Further, 1731 UCs listed in the National Capital Territory of Delhi (Recognition of Property Rights
of residents in Unauthorized Colonies) Regulations, 2019 (except the unauthorised colonies falling
within the ambit of the exclusions provided under Regulation No. 7) are identified for regularisation
subject to fulfilment of Development Control Norms (DCN) notified vide S.O. 1014 (E) dated
08.03.2022.
So far, none of the RWA of UCs have come forward with any proposal in accordance with the DCN
notified vide S.O. 1014 (E) dated 08.03.2022 for regularisation/regeneration.
As per the provision of National Capital Territory of Delhi (Recognition of Property Rights of
Residents in Unauthorised Colonies) Regulations, 2019, no UC has been defined as ‘illegal’.
(b): Section 29 of Delhi Development Act, 1957 inter-alia provides for punitive action for any activity
relating to utilising, selling or otherwise dealing with any land with a view to the setting up of a
colony without a lay out plan.
(c): As per the list provided in the National Capital Territory of Delhi (Recognition of Property Rights of
Residents in Unauthorised Colonies) Regulations, 2019, no UC has been completely demolished in
Delhi during the last 5 years.
