SHRI MAGUNTA SREENIVASULU REDDY: SHRI PRABHAKAR REDDY VEMIREDDY: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) the details of National Highway stretches in Andhra Pradesh presently under maintenance, including length, location and executing agency; (b) the details of accidents reported on National Highway stretches in Andhra Pradesh under maintenance during the last five years, including the number of incidents, fatalities and injuries; (c) the measures taken by the Government to reduce maintenance timelines, minimise traffic disruption and enhance safety during maintenance of National Highways; (d) whether action has been initiated against contractors for deliberate or avoidable delays in maintenance works; (e) if so, the details of penalties imposed, contracts terminated or other remedial steps taken; and (f) whether the Government has considered or adopted the use of advanced technologies such as satellite mapping, artificial intelligence, and real-time monitoring systems to expedite maintenance and improve safety of national highways, if so, the details thereof? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) The details of National Highway stretches in Andhra Pradesh presently under maintenance, including length, location and executing agency are at Annexure-A. (b) The details of accidents occurred on National Highway stretches in Andhra Pradesh under maintenance during the last five years are as follows:1. No. of Accidents/ Injuries = 31,652 2. No. of Fatalities = 4,383 (c) The Government in the Ministry of Road Transport & Highways undertakes maintenance of National Highways on a continuous basis to ensure traffic-worthy conditions with minimum disruption to road users. Maintenance is carried out through Performance-Based Maintenance Contracts (PBMC) and Short-Term Maintenance Contracts (STMC) with defined response timelines. For NH stretches under maintenance, responsibility rests with the Contractor during the defect liability period. Regular condition assessments, advance planning, and use of appropriate modern technologies are adopted to reduce maintenance timelines. Traffic management measures, including phased execution and off-peak works, are implemented to minimise inconvenience and enhance operational efficiency. (d) & (e) There is no report of deliberate or avoidable delays in maintenance works by the contractors during last three years. (f) Government has considered advanced technologies/ equipment during maintenance of National Highways, for improving the safety. Some of the measures are as under: (i) Advanced Traffic Management System (ATMS): ATMS is a technology-driven, intelligent transportation framework that uses real-time data from cameras, sensors, and AI to optimize traffic flow and enhance safety on roads and highways. It integrates components like adaptive signals, incident detection, and Variable Message Signs (VMS) to reduce congestion, emissions, and improve emergency response on National Highways. (ii) Network Survey Vehicle (NSV): NSV is a specialized vehicle equipped with advanced sensors including LiDAR, 3D laser scanners, high-resolution 360-degree cameras, and DGPS, used to automatically map road conditions and inventory at highway speeds, assess pavement distress, roughness, road safety, and assets, with data crucial for maintenance management. (iii) Drone Analytics Monitoring System (DAMS): DAMS is an AI-powered, end-to-end platform used to transform raw aerial drone footage into actionable, geotagged 2D/3D insights.
