GOVERNEMNT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 222 ANSWERED ON 02/02/2026 MASS RAPID TRANSIT SYSTEM IN PUNJAB 222. SHRI SATNAM SINGH SANDHU: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether Government is considering to the development of an integrated Mass Rapid Transit System (MRTS) connecting Chandigarh, Mohali, Panchkula, New Chandigarh, Ambala and Kurali; and (b) if so, the timeline, funding model and implementing agencies identified for the project? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) & (b): ‘Urban planning’ is a State subject. Therefore, the respective State Governments/UT Administration are responsible for planning, initiating and developing proposal for development of urban infrastructure including metro projects. As per Metro Rail Policy, 2017, Central Government considers financial assistance for Metro Rail proposals in cities based on the feasibility of the proposal and availability of resources, as and when posed by the concerned State Government/UT Administration. No proposal of integrated Mass Rapid Transit System (MRTS) connecting Chandigarh, Mohali, Panchkula, New Chandigarh, Ambala and Kurali has been submitted by concerned State Governments/UT Administration. *****
