Parliament Question: Namo Bharat RRTS corridors

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 3408 ANSWERED ON 23/03/2026 NAMO BHARAT RRTS CORRIDORS 3408. SHRI SANJAY SETH: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the physical progress and operational status of the Namo Bharat RRTS corridors connecting UP’s NCR nodes; (b) whether the steady expansion of metro networks in cities like Lucknow and Kanpur is on schedule; (c) the total capital expenditure allocated and utilized for the State of Uttar Pradesh urban mass transit in the current fiscal year; (d) the progress of Transit-Oriented Development (TOD) policies along these transit corridors; and (e) the steps taken to promote green energy use and last-mile connectivity at newly operational stations? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a): The 82.15 Km long Delhi-Ghaziabad-Meerut Namo Bharat Regional Rapid Transit System (RRTS) corridor is fully operational. (b): For Metro network and its expansion in the city of Lucknow, Government of India has sanctioned 22.878 Km long Lucknow Metro Rail Project Phase-1A, which is fully operational and 11.165 km long Lucknow Metro Rail Project Phase-1B is also sanctioned in September, 2025. For the city of Kanpur, Government of India has sanctioned the 32.385 Km long Kanpur Metro Rail Project, out of which, 15.1 Km of metro network in Kanpur is already operational. As on 28.02.2026, the physical and financial progress of this corridor is 80.45% and 78.5% respectively. (c): An amount of Rs. 909.71 crores have been allocated and released for Kanpur and Agra Metro Rail Projects in the State of Uttar Pradesh in the current Financial year 2025-26. Further an amount of Rs. 1,891.35 crores have been allocated and released for implementation of Delhi-Ghaziabad- Meerut Namo Bharat RRTS corridor in the current Financial Year 2025-26. (d): National Capital Region Transport Corporation Ltd (NCRTC), the implementing agency for Namo Bharat RRTS corridors, has informed that the UP TOD Policy and Delhi TOD Policy are issued along the Delhi-Ghaziabad-Meerut Namo Bharat RRTS corridor. Further Uttar Pradesh Metro Rail Corporation Ltd. (UPMRC) has informed that the Government of Uttar Pradesh has formally notified TOD Policy 2022, which is actively integrated into the master plans of Lucknow, Kanpur and Agra by concerned development authority. (e): In order to promote Green Energy, rooftop solar power panels are installed on various service buildings and stations which has resulted in reduction of CO2 emissions. In respect of last mile connectivity, NCRTC in association with Delhi Transport Corporation (DTC) and Ghaziabad City Transport Services Ltd (GCTSL) has initiated feeder bus routes from various RRTS stations. Further, 17 feeder bus routes have also been notified by the State Transport Authority (STA). NCRTC has also signed Memorandum of Understanding (MoU) with feeder operators by deploying para-transit vehicles on the RRTS stations. UPMRC has also established strategic partnerships through Memorandum of Understandings (MoUs) with leading aggregators to ensure seamless last mile connectivity. *****
