Parliament Question: NESIDS and PM-DevINE for Flood Control

Md. Rakibul Hussain: Will the Minister of DEVELOPMENT OF NORTH EASTERN REGION be pleased to state: (a) whether the Government proposes to strengthen flood management, erosion control and riverbank protection measures in Assam in view of the recurring floods and large-scale loss of land, livelihoods and public infrastructure; (b) if so, the details of projects sanctioned under various Development of North Eastern Region (DoNER) schemes including North East Special Infrastructure Development Scheme (NESIDS) and Prime Minister's Development Initiative for North East Region (PM- DevINE) for flood control and riverbank protection; (c) the quantum of funds sanctioned and released to the said State Government or implementing agencies for these projects; and (d) the current status of implementation including projects completed, ongoing and delayed along with reasons for delay, if any? ANSWER The Minister of State of the Ministry of Development of North Eastern Region [Dr. Sukanta Majumdar] (a) to (d): As per Ministry of Jal Shakti, flood management and anti-erosion schemes are formulated and implemented by concerned State Governments as per their priority. The Union Government supplements the efforts of the States by providing technical guidance and financial assistance for management of floods in critical areas.Union Government is implementing a centrally sponsored "Flood Management and Border Areas Programme (FMBAP)" for providing assistance to States including those of North Eastern Region (NER) for works related toflood control, anti-erosion, drainage development, anti-sea erosion, etc. A total of 142 projects in Assam have been included under the Flood Management Programme Component of FMBAP, of which 111 projects have been completed, providing flood protection to around 7.36 lakh ha of land & benefitting a population of about 174.52 lakh. A total central assistance of Rs. 1582.54 crore has been released to the Government of Assam under FMBAP since its inception and till March 2025. Ministry of Development of North Eastern Region has supported a project named “Protection of Majuli Island from Flood and Erosion of River Brahmaputra” and the work has been completed at a cost of Rs. 207 crore. Under the Schemes of North Eastern Council (NEC), 6 more projects related to flood management, erosion control, and riverbank protection measures in Assam have been funded with an estimated cost of Rs. 33.40 crore. As per Ministry of Home Affairs, restoration and rejuvenation of wetlands to enhance their water retention and to mitigate the risks of flooding and erosion, has been taken up in Assam over around 5,900 sq. km of wetlands identified by NESAC and over 3,500 documented by the Assam Remote Sensing Application Center. *****Annexure-A Projects related to flood management, erosion control and river bank protection measures in Assam supported under the Schemes of NEC Sl.
