NESIDS

Will the Minister of DEVELOPMENT OF NORTH EASTERN REGION be pleased to
state:
(a) the details of the progress made under the North East Special Infrastructure
Development Scheme (NESIDS) including the number of infrastructure projects
sanctioned, completed and under implementation, component-wise;
(b) the details of funds released under the said scheme during Financial Year 2025–26
and 2026–27, sector and State-wise;
(c) whether any new projects have been approved under the NESIDS–Other Than
Road Infrastructure (OTRI) component during 2026 and if so, the details thereof; and
(d) the measures taken to strengthen monitoring and expedite completion of projects
under the said Scheme?
ANSWER

(a) The North East Special Infrastructure Development Scheme (NESIDS) under the
Ministry of Development of North Eastern Region (MDoNER) was approved as a new
Central Sector Scheme in 2017-18 and restructured into two components viz. NESIDS(Roads) and NESIDS (Other Than Roads Infrastructure) in 2022-23.Since its inception,
a total of 160 projects costing ₹5,080.96 crore have been sanctioned under NESIDS
(OTRI), of which 59 projects have been completed. Under NESIDS (Roads), 130
projects costing ₹6,087.57 crore have been sanctioned, of which 78 projects have been
completed.
(b) Under NESIDS (OTRI), a total of ₹699.48 crore was released during Financial
Year (FY) 2025-26 and ₹247.74 crore has been released during FY 2026-27 (as on
30.06.2026). Similarly, under NESIDS (Roads), a total of ₹704.66 crore was released
during FY 2025-26 and ₹173.90 crore has been released during FY 2026-27 (as on
30.06.2026). The sector-wise and State-wise details of funds released under NESIDS is
at Annexure-I.
(c) Under NESIDS (OTRI), a total of three projects costing ₹64.33 crore have been
sanctioned during FY 2026-27 (as on 30.06.2026).
(d) The MDoNER has taken several steps to ensure monitoring and timely
completion of projects sanctioned by the Ministry in North Eastern Region (NER). The
Ministry has engaged Field Level Technical Support Unit (FTSU) in all 8 NER States to
interact with State Planning Departments and also the project implementing agencies,
to maintain and update database of the MDoNER projects, inter-alia, including NESIDS
projects; to submit regular progress reports and provide feedback to MDoNER about the
execution of projects. The FTSUs also carry out the field inspection of projects
sanctioned under the Schemes of MDoNER, inter-alia, including NESIDS projects.
In addition, the projects are periodically monitored and inspected by the officials
of MDoNER and North Eastern Council (NEC). Regular review meetings are conducted
by the Ministry with the State Governments of NER to review the progress of
implementation of projects. The Project Quality Monitors/Third Party Technical
Inspection Agencies (PQM/TPTI) have also been engaged to strengthen the monitoring
mechanism of the MDoNER.
