SHRI LAVU SRI KRISHNA DEVARAYALU: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) the key features and objectives of the first-ever Asset Monetisation Strategy for the road sector released by the National Highways Authority of India (NHAI); (b) the total funds raised through Toll-Operate-Transfer, Infrastructure Investment Trusts and securitisation models under the National Monetisation Pipeline so far and the length of National Highways covered; (c) the details of National Highway assets monetised till date, State- wise particularly those located in Andhra Pradesh; (d) whether any National Highway stretches in Andhra Pradesh are proposed to be monetized during the Asset Monetisation Plan period 2025–30, if so, the details thereof; and (e) the details of the manner in which the proceeds from asset monetisation are proposed to be utilised for new highway development, maintenance and expansion, especially in States with growing infrastructure needs such as Andhra Pradesh?ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) The objectives of National Highways Authority of India (NHAI)’s Asset Monetization Programme, derived from the National Monetization Pipeline, are to unlock the value of investments in public sector assets by tapping into private sector capital and efficiencies which can be leveraged for capacity augmentation / greenfield infrastructure creation. Through asset monetization of roads, NHAI aims to achieve the following: i. Unlocking of economic value of completed road assets, leading to generation of funds that can be invested in new projects ii. Attracting alternate sources of capital, in addition to traditional sources of funds such as budgetary allocation and toll revenues to ensure adequate and efficient funding. iii. Efficiency improvements through monetization by attracting private players’ participation in Operations and Maintenance (O&M) for higher standards of project management and use of innovative technologies for upkeep of the road asset. Earlier, the fund received from InvIT mode was used for repayment of NHAI debt. However, the fund raised through InvIT mode is now transferred into the Consolidated Fund of India (CFI). The project “Delhi-Mumbai Expressway” is under securitization mode through Special Purpose Vehicle (SPV).
